The project is subdivided into two themes namely 1) Removal of POPs from the environment of Mauritius whose objective is to remove POPs from the environment of Mauritius in a sustainable way and 2) Develop Alternative and Integrated Vector Control Strategies for Malaria whose objective is to develop and demonstrate alternative Strategies for Malaria Vector Management. The task of the National Technical Expert is to provide technical assistance to the Project Manager, and other project stakeholders. He/She shall report to the Project Manager and the Project Management Unit. The National Technical Expert will be expected to work in a team, with the International Technical Expert who will be separately recruited.
Duties and Responsibilities
To provide technical support to the Project Manager (PM), National Technical Expert (NTE) will be recruited. The task of the NTE will be to provide technical assistance to the PM, the National Project Experts (NPE) and other project stakeholders. In essence, the responsibility of the NTE is to ensure that the overall technical direction of the project is maintained and flexibly adapted to meet the practical challenges faced during implementation.
The NTE will also discuss with the PM on any logistic and/or methodological issues to properly conduct his work in as independent way as possible given the circumstances and resources offered.
Specifically his/her tasks and outputs include but are not limited to:
Liaise with relevant authorities for POPs related issues
Prepare specifications for laboratory testing of POPs
Help in further clarifying the inventory of POPs chemicals through contacts with expanding range Stakeholders
Assist in the complete testing for contamination of soil and cross-contamination of equipment and safeguarding of obsolete POPs stock
Assist in the preparation of disposal specifications for obsolete POPs
Assist in the preparation of specifications for clean-up of POPs contaminated areas
Assist in the preparation of bidding documents under national procedures and required government’s guidelines and oversight of contracts
Effect site visits and assist in the preparation of relevant reports
Attend technical meetings and other appropriate forums
Provide training and technical guidance as needed during the project
Advise on Priority Setting for the project
Assist and support the international consultant throughout the project
Assist the PM, the project team and local partners in design and implementation of concrete, on-the-ground pilot measures to practically demonstrate project findings and recommendations; of concrete, to practically demonstrate project findings and recommendations;
Based on the new data and information, assist the project team to update work plan, indicators in the project log frame, as necessary and assist the PM to regularly monitor the risks and update risk mitigation strategy of the project, as required
Any other technical assistance required within the framework POPs project as requested by Project Management Unit
To assist UNDP, the Executing Agency and the Steering Committee upon request in any other tasks related to the project formulation
Review project outputs.
Competencies
Experience with hazardous waste handling and operations (Rotterdam, Basel and Stockholm Convention) and related safe chemical trainings desirable
Experience with POPs inventories desirable
Experience of more than 5 years in various public and private sector organizations including experience of working with Government of developing countries and International Organization desirable
Experience in pesticide management and control desirable
Experience in the procurement of goods, services, and preparation of specifications
UNDP- GEF prior experience or knowledge of UNDP- GEF project implementation procedures, including procurement, disbursements, and reporting and monitoring is desirable
Training experience in developing countries desirable
Ability of clear communication and technical report writing
Excellent negotiation skills
Good facilitation skills
Good capacities for strategic thinking and planning
Ability to establish priorities and to plan and coordinate complex work and a multi stakeholder project
Willingness to work in a team with national and international experts
Computer literate
Required Skills and Experience
Degree and Post-graduate degree in (agro-)chemistry, chemical engineering, environmental science/ engineering or other relevant science based degree
Minimum of 7 years working experience in fields related to Theme 1
Solid knowledge of the Stockholm Convention and its requirements
