Description
The project is subdivided into two themes namely 1) Removal of POPs from the environment of Mauritius whose objective is to remove POPs from the environment of Mauritius in a sustainable way and 2) Develop Alternative and Integrated Vector Control Strategies for Malaria whose objective is to develop and demonstrate alternative Strategies for Malaria Vector Management. The task of the International Technical Expert for Theme 2 is to provide high quality technical assistance to the Project Manager, and other project stakeholders to enable achievement of the project tasks. He/She shall report to the Project Manager and the Project Management Unit.  Applicants should consult and download the detailed Terms of Reference from the following website: http://un.intnet.mu/undp/html/mauritius/jobs.htm.

 

Duties and Responsibilities

To provide technical support to the Project Manager (PM), International Technical Expert (ITE) will be recruited. The task of the ITE will be to provide technical assistance to the PM, the National Project Experts (NPE) and other project stakeholders. In essence, the responsibility of the ITE is to ensure that the overall technical direction of the project is maintained and flexibly adapted to meet the practical challenges faced during implementation.
The ITE will also discuss with the PM on any logistic and/or methodological issues to properly conduct his work in as independent way as possible given the circumstances and resources offered.
Specifically his/her tasks and outputs include but are not limited to:
  •  Provide comments on the details of Priority Setting to the Task Team, National Project Director and PM to ensure good quality
  • Assist in the preparation of bidding documents
  • Assist in carrying out risk-assessment of imported vector-borne diseases
  • Advice on disseminated results of laboratory testing on efficacy of DDT and alternative pesticides
  • Facilitate decision making on selection of insecticide for indoor residual spraying
  • Develop methods for decentralized surveillance of vector mosquitoes
  • Design workshops for training district staff on surveillance of vector mosquitoes
  • Design on-the-job training to establish mosquito surveillance in project districts
  • Design how assistance and supervision will be done by central level
  • Design workshops to develop curricula for hands-on education of local stakeholders
  • Design training workshops on facilitation skills for district staff
  • Design workshops to develop methods for analysis and decision-making on IVM at district and municipal level
  • Design multi-stakeholder workshops on IVM to establish IVM committees at district/municipal level
  • Identify ways of establishing a central data management system on IVM
  • Assist in undertaking longitudinal impact study covering health, ecological, behavioural and socio-economic parameters in project districts
  • Assist in undertaking qualitative case study descriptions of the process of decentralized development of IVM
  • Advice on disseminated results on studies based on IVM demonstrated in Pilot Districts
  • Work closely with the National Technical Expert(s) on the project
  • Assist in the preparation of project reports 
  • Assist UNDP, the Executing Agency and the Steering Committee upon request in any other tasks related to the project implementation
  • Exchange and share experiences and lessons learned with relevant conservation and development projects nationally and internationally
  • Attend technical meetings and other appropriate forums
  • Any other technical assistance required within the framework of Theme 2 of the project as requested by Project Management Unit

 

Competencies

  • 7 years experience in various public and private sector organizations including experience of working with Government of developing countries and International Organization
  • UNDP- GEF prior experience or knowledge of UNDP- GEF project implementation procedures, including procurement, disbursements, and reporting and monitoring would be an advantage.
  • Training experience in developing countries desirable
  • Ability of clear communication and technical report writing
  • Excellent negotiation skills
  • Good facilitation skills
  • Good capacities for strategic thinking and planning
  • Ability to establish priorities and to plan and coordinate complex work and a multi stakeholder project
  • Willingness to work in a team with national and international experts
  • Computer literate
  • Knowledge of French will be an asset

 

Required Skills and Experience

  • Post-graduate qualification in agro-chemistry, entomology, biology or other relevant science based degree
  • 10 years working experience in fields related to theme 2
  • Experience in pesticide application handling ,management and control;
  • Solid hands-on experience of non-POPs malaria vector control and approaches
  • Solid knowledge of the Stockholm Convention and its requirements
