Consultancy Vacancy

GRID-Arendal is seeking a consultant to contribute to the production of training manuals for rangers and country embedded instructors on criminal activities taking place in and around protected areas, in line and collaboration with the Tanzanian Ministry of Natural Resources and Tourism. This includes improved ethical and professional standards of enforcement officers, using the best ethical and effective enforcement practices, leading to improved safeguarding of both the environment and futures incomes from tourism.

Specific tasks are to contribute to the production of training manuals for rangers and country embedded instructors in Tanzania on criminal activities in the sphere of illegal logging and anti-poaching, including supporting GRIDs consultants and partners, as appropriate, In-country.

Transnational organized environmental crime is a rapidly growing threat to the state security by increasing corruption, spreading into other crimes such as arms and drug smuggling and human trafficking, environment and sustainable development, as well as to national economies, decreasing revenues from natural resources. 

GRID Arendal's Environmental Crime Programme focuses on 5 illegal sectors of environmental crime: logging, fisheries, mining, transportation and dumping of toxic waste and poaching of wildlife and plants and aims to raise the global awareness of the losses and risks associated with the rise in organized crime and illegal exploitation of natural resources.

Tanzania has been the hardest hit country in eastern Africa in recent years with rise in environmental crime and potential future losses in tourism from massive killings of elephants and other wildlife.

Principal Responsibilities/tasks

  • Collection of data and photographic material for the production of training manuals.  
  • Contribute to the production of the training manuals for rangers and country embedded instructors on preventing criminal activities in protected areas in Tanzania by providing them with the relevant field expertise and advise;
  • Collect evaluation and feedback forms and individual success stories on the results of trainings in search, arrests and conviction – on both anti-poaching and anti-logging – in documenting the effects of the trainings and provide guidance to the transfer of this capacity to Tanzanian authorities by 2016.
  • Facilitate and co-organise the planning and organization of training in Tanzania in collaboration with partner organization and GRID-Arendal team
  • Assist in producing material for manuals and environmental crime reporting

Professional qualifications

  • Bachelor degree or diploma degree in Wildlife Management or Eco-tourism Management or relevant experience;
  • Good understanding of anti-poaching strategies and tactics;
  • Documented work experiences in training game rangers, game scouts and game controlled areas and National Parks;
  • Good understanding of methodologies for data collection, analysis, interpretation for the investigation of wildlife cases and crime scene management;
  • Field experiences in tracking anti-poaching- and intelligence gathering;
  • Practical working experience from Tanzania in transnational organized environmental crime;
  • Demonstrated understanding and knowledge of environmental crime issues;
  • Excellent written and oral command of English; fluency in Swahili. Proficiency in other local languages an asset.

Duration: 5 months (August-December 2015)
