Country Programe Action Plan:

In Country Programme Action Plan (CPAP), UNDP amongst other targets pledges to support the management of the environment and natural resources. UNDP tackles environment at two levels, one at the local level and second to respond to the global environmental challenges. UNDP-Pakistan's environment programme supports upstream policy advice at the federal and provincial levels and also keeping in view the devolved nature of development issues, on-ground activities are carried out through local institutions and communities.
 
As part of the result oriented monitoring & evaluation activity, UNDP Pakistan is planning to undertake an in-depth mid-term review of “Productive Use of Renewable Energy (PURE)” which is under implementation since 2009. The purpose of the review is to provide impartially derived first hand information on the status of the project and its effectiveness in attaining the project objectives as listed in Project Document. The findings of the review allow for mid-course adjustment and will be useful for understanding the management and technical issues of the project and will specify the need for re-orientation and re-prioritizing of project activities.
 
To conduct the review process the Mission Members will perform, but not limited to, the activities summarized for individual Members in the following sections.
 
Introduction to Monitoring and Evaluation Policy in UNDP/GEF:
The Monitoring and Evaluation (M&E) policy at the project level in UNDP/GEF has four objectives:
  • to monitor and evaluate results and impacts;
  • to provide a basis for decision making on necessary amendments and improvemet
  • to promote accountability for resource use; and
  • to document, provide feedback on, and disseminate lessons learned.
A mix of tools is used to ensure effective project M&E. These might be applied continuously throughout the lifetime of the project – e.g. periodic monitoring of indicators - or as specific time-bound exercises such as mid-term reviews, audit reports and independent evaluations.
 
Mid-term reviews are intended to identify potential project design problems, assess progress towards the achievement of objectives, and to make recommendations regarding specific actions that might be taken to improve the project. It is expected to serve as a means of validating or filling the gaps in the initial assessment of relevance, effectiveness and efficiency obtained from monitoring.

PAK/00071448- Productive Use of Renewable Energy:
This project aims at removing barriers to the adoption of renewable energy technologies (RETs) by promoting productive uses of energy in one of Pakistan remotest areas: the District of Chitral. The project will create new local jobs and sources of income while directly mitigating some 109,000 tons, and indirectly mitigating 390,000 tons, of CO2-equivalent over 30 years. This will be achieved through the promotion of mini/micro hydropower (MHP) that is linked to income generation and productivity enhancement that adds value to local produce and resources. The sustainability of the productive uses will be enhanced through natural resource management approaches where projects are developed, by providing the necessary technical and institutional support for implementation at the district and the community level, and by supporting a national and local multi-stakeholder dialogue for long-term collaboration. The total required budget for this venture, which is complementary to ongoing efforts of the Government of Pakistan on rural electrification and sustainable rural development, is estimated at USD 5.625 million, with USD 1.0 million solicited from the GEF to cover incremental costs.
Project outcomes are fourfold and will focus on:
  • Development of off-grid MHP projects, which generate at least 1.4 MW of renewable energy,
  • Identification and development of productive uses of renewable energy that will directly and indirectly benefit poor rural dwellers through employment generation and added purchasing power,
  • Strengthened capacity for MHP planning, including watershed management; and
  • Promotion of a sound legal, institutional and regulatory framework preparing the ground for project replication.

 

Duties and Responsibilities

This Mid-term Review will be coordinated by the UNDP Pakistan Country Office. Mid-term reviews (MTRs) are a monitoring tool to assess project status and challenges and to identify corrective actions to ensure that projects are on track to achieve planned outcomes since the start of the project i.e. May 2009. MTRs are required for full-sized UNDP supported projects with GEF financing, and are strongly encouraged for medium-sized projects with GEF financing. MTRs are submitted to the GEF Secretariat.
 
The purpose of undertaking an in-depth independent review of the Project is to provide all stakeholders with impartially derived first hand information on the status of the Project and its effectiveness towards achieving the objectives as listed in the Project Document. The findings of the review mission will be useful for understanding the progress achieved to date and the management and technical issues of the Project.
 
Given the above background, the review mission through consultation with all key stakeholders will undertake the following:

Critically examine the project objectives and arrangements for its implementation:
Assess and report an account of the progress achieved to date towards the production of project outputs, emergent achievements of the project’s stated objectives and its contribution toward achieving the corporate objective of UNDP and GEF
  • identify and analyze major technical, management and operational issues and impediments encountered in project implementation, if any;
  • assess the monitoring and evaluation system in place;
  • formulate a set of specific recommendations for actions necessary to ensure resolution of the issues and impediments identified so that the project has a greater prospect of achieving its objectives (these actions should however remain within the framework of GEF guidelines); and
  • Present the recommendations to the Project Steering Committee to be convened as a concluding event for the mission.
The Mid-Term Review of PURE will determine project progress being made towards the achievement of outcomes and will identify further course of action. Findings of this review will be incorporated as recommendations for enhanced implementation towards the end of the project.
 
Team Leader (International) Specific Responsibilities:
 
The Team Leader will be responsible for the overall coordination of the review process ensuring all tasks mentioned in Section 4 of TORs are performed effectively. Briefly, the Team Leader:
  • will take initiatives for the effective utilization of the time of the Mission and the coordination activities;
  •  will keep an effective liaison with all the stakeholders to seek feedback about project objectives & outputs, on-going activities; activities planned for the future; qualitative & quantitative assessment of completed/on-going work; and implementation arrangements;
  • review the project strategy and identify modifications (if required) in consultation with UNDP, government, project staff and other stakeholders;
  • review the project monitoring systems including information dissemination, project control and reporting;
  • review the government’s strategies and policies and their linkage with the project;45
  • based on the experience on similar projects (national or international), evaluate the Project in terms of achievements; and,
  • will synthesize all the information in the form of a report, ready for presentation to the stakeholders;
  • Will debrief the Country Director/Deputy Country Director and Assistant Country Director on the final recommendations of the review mission.

 

Competencies

  • Knowledgeable and skills in the result-based management approach and UNDP or
  • GEF Monitoring and Evaluation Policy;
  • Familiarity with socio-economic, environment mitigation planning and policy issues, power sector deficiencies,
  • Developments and management relevant to that of Pakistan;
  • Comprehensive knowledge of international best practices in contemporary RE sector and general power sector best practices;
  • Excellent interview and report writing skills in English.

 

Required Skills and Experience

Education:
  • University degree/Post –graduation in Environment Assessment and Management / Project Management or other relevant field; Graduation in engineering preferable Climate Change or renewable energy field will be preferable,
The Team Leader shall be a renowned development practitioner/technical expert (International) having excellent leadership qualities and skills in supervising multidisciplinary teams and extensive experience in project management and evaluations with major exposure in renewable energy preferably renewable energy.
