Announcement for Consultancy - Final Project Evaluation

WWF-Germany in partnership with WWF offices in the South Caucasus countries is implementing the project “Increasing the resilience of forest ecosystems against climate change in the South Caucasus Countries through forest transformation” (the Project). The Project is being financed by the European Union (EU) in the framework of the EU’s Thematic Programme on Environment and Natural Resources including Energy (ENRTP).

The overall objective of the action is to increase the resilience of forest ecosystems in the Southern Caucasus against climate change impacts and to improve biodiversity and livelihoods of local populations. The overall objective addresses the overarching threat of climate change to biodiversity and to forest ecosystem services which support the livelihoods of rural communities. The specific objective of the proposed action contributes to the overall objective by establishing the necessary conditions for the forest administrations in the target countries to develop and implement strategies for transforming monoculture forest stands into highly resilient, “close to nature” forest stands.
In the project document, an Ex-Post Project Evaluation is scheduled for the phasing-out period of the project. As deliverable of this evaluation, a thorough report is expected giving an independent account on the projects performance and sustainability.

Tasks:
Conduct a project ex-post evaluation in line with DAC criteria for project evaluations (detailed Terms of Reference can be obtained from the below contact). The evaluation shall be carried out in the project countries (Armenia, Azerbaijan and Georgia) with field visits to the project sites. The task shall be carried out between End of October and Early November 2014. The final delivery, a detailed evaluation report as outlined in the TORs, shall be submitted before the end of the year 2014.
The Consultant should be a forester by training (or related training with relevant work experience) with proven experience in the evaluation of similar projects. Knowledge of the project region (Armenia, Azerbaijan and Georgia) is an asset.

Expressions of Interest:
Expressions of Interest to conduct this task shall include
a) a brief evaluation plan (max. 2 pages), presenting the individual approach to conduct the task,
b) a detailed budget including suggested number of days in preparation / in the field / finalising the report with day rates as well as travel costs and daily subsistence during travel. Local transportation costs (including transport between the three countries) will be born by the Project.
c) an up-to-date CV, including the earlier evaluations conducted.
