World Wildlife Fund (WWF), the world's leading conservation organization, seeks a Community Forest Lead candidate for the anticipated USAID-funded Community-based Forest-management Program for REDD+ Readiness (CFP) in Zambia. The CFP will utilize a range of approaches to improve effective and sustainable management of forested areas in Zambia, with an end goal of strengthening the Government of the Republic of Zambia's (GRZ) Reducing Emissions from Deforestation and Degradation (REDD+) strategy.

USAID's new Global Climate Change (GCC) program for Zambia will encompass several key approaches, including:
1.Research, policy analysis, and dialogue to inform the REDD+ strategy;
2.Capacity building of civil society and local communities to engage with the REDD+ process and promote community rights to manage and benefit from forest resources;
3.Capacity building of the Zambia Forestry Department, particularly at the district level, to support community management of forest resources and implementation of pay-for-performance programs; and
4.Reduction of forest carbon emissions through improved forest management, development of alternative or improved livelihoods, and adoption of improved technologies.

The CFP is expected to contribute to the USAID/Zambia's Climate Change Program Objective of improving natural resource management in the following ways:
1.Improved Livelihoods in Forest-dependent Communities
2.Improved Joint Management of Natural Resources, Particularly Forests
3.Strengthened Government Capacity to Develop Policies & Plans with Stakeholders for REDD+ &EC-LEDS
4.Technologies for Addressing Climate Change Adopted

The CFP is envisioned to work with the GRZ to sustainably manage at least 700,000 hectares of forest in Participatory Forest Management Areas (PFMA) in Forest Reserves, Game Management Areas, and Customary Lands. Within these PFMAs, CFP will utilize sustainable methodologies of joint forest and natural resource management between the GRZ and communities. The Program is also expected to collect and analyze empirical data on carbon stocks within the PFMAs to develop recommendations for national-level GRZ decision makers. The program will be used as a replicable and scalable model of sustainable natural resource management that prepares the GRZ and communities for direct pay-for-performance programs and a diversification in income-earning opportunities.

Major Duties and Responsibilities of the Community Forest Lead:
1.Responsible for leading efforts to sustainably manage 700,000 hectares of Participatory Forest Management Areas (PFMAs) in Zambia, which will require working from local to national levels and with a suite of stakeholders from communities and government.
2.Facilitate the development of formalized agreements between the GRZ and community leaders, chiefdoms, and local/provincial governments to ensure cooperation between stakeholders in creation of the PFMAs.
3.Lead and coordinate stakeholder engagement activities necessary to design and obtain buy-in for at least seven (7) Participatory Forest Management Plans (PFMPs) for the targeted project sites within the PFMAs.
4.Identify and promote alternative livelihood strategies.
5.Integrate women and vulnerable populations into PFMAs.
6.Advocate for legal frameworks under which local people share forest rights and benefits.

Minimum Requirements:
1.At least a Master's degree in rural development, forestry, natural resource management or related field of study
2.A minimum of 7 years of professional experience in community-based natural resource management, forestry, and/or rural development sectors. Preference will be given to candidates with proven community forest management experience in Zambia or the region.
3.Demonstrated high level of expertise and program management experience related to forest management, CBNRM, government and community engagement, REDD+ or similar payment for environment mechanisms, and/or related topics.
4.Fluency in written and verbal English, with strong interpersonal and communication skills
5.Proven ability to develop and communicate a common vision among diverse partners, and the ability to lead multi-sector and multi-disciplinary teams.
