Location

UNEP is establishing an ambitious scale up of its programme to integrate environmental concerns in the humanitarian response in Darfur. Central to this programme is the establishment of Community Environmental Action Plans to enable locally owned processes to manage the environment in and around IDP and refugee camps. UNEP’s role is to support UN agencies and NGOs develop technical capacity for the implementation of CEAPs. UNEP will be appointing an Environmental International NGO (EINGO) to provide technical expertise that will work in collaboration with a Darfurian NGO whose capacity will be built over a two year period to provide ongoing expertise in CEAP implementation within Darfur.

The role of this consultant will be to support the mobilisation of the project including the establishment of 7 CEAPs by project partners. In addition the consultant will support the wider process of UNEP’s mobilisation within Darfur with reference to energy, environment, livelihoods and forestry programming. The work shall be based in El Fasher (with regular travel to Khartoum, Nyala and Geneina) The Community Environmental Action Plan Project Consultant shall have the following duties:

1. Support the mobilisation of the Environmental INGO to Sudan and for collaboration on UNEP projects: a. Manage administrative procedures required by UNEP to support EINGO mobilisation (letters to support visa’s, registration etc)

2. Support the mobilisation of the CEAP project: a. Agree programme and identification of delegates for training programmes; b. Participate and agree selection of sites to be included in the project; c. Agree CEAP implementation targets with implementing partners; d. Monitor implementation of CEAPs; e. Monitor implementation of agreements with EINGO and other partners; f. Establish additional partners if required and agreed with UNEP Darfur Programme;

3. Coordinate the Darfur Alternative Energy Project (DAEP) for UNEP: a. Liaise with RCO on development of network of partners for DAEP; b. Monitor implementation of the EINGO DAEP work; c. Select partners for alternative energy pilot projects; d. Liaison with civil society and NGOs and for energy programming;

4. Provide additional support to: a. Humanitarian Environmental Integration Project (with the EINGO); b. Mobilisation of academic partners for UNEP funded projects; c. UNEP environmental governance project; d. UNEP Darfur forestry project; e. Mobilisation and establishment of UNEP field offices; f. Other projects as required

Outputs:

1. Liaison with government, EINGO and project partners shall be recorded through meeting minutes and correspondence;
2. Monthly reporting on these projects for UNEP

Reporting:

The consultant shall report to the Darfur programme coordinator. Monthly progress reports shall be prepared

Level of Study/Experience/Skills:

A. Education:
- Advanced university degree in Environmental management, Environmental sciences, Natural Resources Management or related fields with strong knowledge of humanitarian programming. A first level degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

B. Experience and knowledge
- A minimum of 5 years of relevant experience in community development, food security, forestry, environmental management, disaster risk reduction and recovery programmes including working with governments and field experience;
- Experience in humanitarian contexts. Experience in Darfur will be particularly useful
- Experience of UN procedures in humanitarian contexts, management of projects and coordination and liaison with NGOs
- Experience in elements of project management (development, planning, implementation, monitoring and evaluation);

C. Competencies and skills
- Demonstrates integrity by modelling the UN’s values and ethical standards;
- Strong interpersonal skills with ability to establish and maintain effective work relationships with people of different nationalities and cultural backgrounds;
- Ability to work independently;
- Strong communication skills with ability to express ideas clearly, both orally and in writing;
- Report writing,
- High level of computer literacy.

D. Language Requirements
- For the post advertised, fluency in written and spoken English is required. Knowledge of Arabic will be an asset.
