Description
The City Services Department of Peterborough City Council provides a range of key services both to the people of Peterborough and the City Council. We compete for all our work through a competitive tendering process, against private contractors and other authorities. City Services provides a broad range of frontline services to the people of Peterborough. In addition it provides facility management services for a number of other organisations. The department currently employs around 1,100 members of staff in a wide variety of roles. The department holds Investors in People (IIP) Accreditation and has been awarded Positive About Disability status by the Department for Work and Pensions.
Objective: 
To assist the senior community engagement officer to increase recycling participation and to help the authority reach the recycling and waste targets through education across the District.

Outputs:
1. To manage the day to day education of the residents of Peterborough with regards to street scene, refuse and recycling Services and ensure all resources to ensure that the services operates and performs to the specification and standards required by the Council.
2. To deliver and co-ordinate all education, promotion and campaigns for the Authority’s front line services of; recycling, green open spaces, street cleaning, refuse and waste treatment.
3. To work along side the senior waste collection officer, street scene officer, enforcement, environmental health and the strategic partners to deliver services designed to help the authority reach it’s strategies objectives.
4. To investigate complaints made by local residents and members of the Council relating to Refuse, Recycling, Graffiti, Litter bins, Street Cleansing and arrange remedial educational action as necessary, resolving through correspondence, meetings, presentations and any other suitable means.
5. To work for, with and alongside local communities to deliver the Refuse and Waste Management service in line with community requirements, while following the council’s policies and procedures recognising good practice in Refuse Collection, Recycling and Disposal of waste.

Essential Selection Critertia:

1. Knowledge and understanding of the waste hierarchy.
2. Knowledge of the different types of educational, promotional and media available to enable a successful campaign.
3. Demonstrate an understanding of good customer care.
4. Experience in working within a coordinated team and other teams forward to pull resources for educational purposes.
5. Experience of using IT Systems and all office suite packages, including PowerPoint, publisher and design work.
6. Experience of short term work planning, prioritising, co-ordinating of work loads.
7. Experience of educating and raising awareness in respect of environmental issues.
8. The ability to produce high quality visual aids including posters presentations and educational materials.
9. The ability to manage presentations whilst taking responsibility for the groups of participants of all ages and abilities, including primary and special need schools.
10. Current driving licence.
Desireable Selection Critertia:
1. Knowledge and understanding of legislation relevant to the Refuse and Street Cleansing Service and its effects on service provision.
2. Knowledge of the different methods of Refuse and Street Cleansing operations, disposal and recycling methods.
3. Knowledge and understanding of waste strategy and how this effects day to day service provision.
4. Experience of promoting, delivering and campaigning of environmental issues.
5. Experience of working with external agencies and partners to promote environmental issues.
Key Tasks
1. To assist in making sure that all educational materials, equipment/transport and personnel as allocated with the necessary projects and materials where required and properly used within the designated area.
2. To assist the Senior Community Engagement Officer by mentoring and distributing the relevant allocation of daily work to temporary employees and help identify training needs.
3. To research, develop, manage, produce, implement and distribute relevant educational materials in all methods of communication to the District on the Environmental Street Scene. Including leaflets, posters, school activity sheets and display materials.
4. To communicate with various methods of communication working with or in partnership with communities groups, businesses, schools, residents, Members of the Council, community leaders, strategic partners and other authorities. Being able to deal with different methods of the media following the Council’s policies.
5. To manage and resolve complaints made by local residents and members of the Council relating to the Service through personal visits etc, ensuring that any rectification of the service following investigation is implemented and resolving through correspondence if appropriate. To ensure all problems relating to complaints are logged onto the Flare database accurately.
6. To assist in the development of educational materials which link to the national curriculum, across the district for a teachers pack, assembly’s or display purposes.
7. To manage, develop and co-ordinate all campaigns, promotions, roadshows and competitions across the district to promote, recycling, green open space, refuse and waste treatment, in conjunction with National Campaigns such as ‘RecycleNow’, ‘Composting Week’ and local initiatives such as ‘Green Festival’ and ‘Christmas Garland Competition’.
8. To manage, and organise and monitor the Flare system for all educational site visits. To evaluate feed back provided from related questionnaires and produce statistical information, report documents and performances.
9. Liaise with Councillors, other Departments, the Police and Environment Agency and local businesses, residents, community groups, schools and others in respect of all relevant Environmental issues, including legislation in respect of the Service and to promote and raise the profile of environmental issues across the District.
10. To attend RECAP meetings as a representative of Peterborough City Council to ensure knowledge sharing and promote best practise throughout the partnership.
