Description

The Global Support Programme (GSP) is a jointly implemented programme by UNDP and UNEP that provides support to non-Annex I Parties in order to prepare National Communications (NCs) and Biennial Update Reports (BURs) that are submitted to the UNFCCC.

Often, climate change action is weakened by the limited capacities of policy makers and international organizations to transmit the significance and urgency of climate change intervention in a clear and appropriate way to the broader range of stakeholders and to the general public.

NCs and BURs too, while also aiming at increasing the public knowledge of climate change impacts and mitigation to the public, often fail to do so in an effective and efficient way and thus their efforts have limited consequences reducing inter alia the visibility of their work.

By improving, through this consultancy, the understanding of how climate change communication works, including analyzing the most successful communication experiences and campaigns, the GSP team is looking forward to improve its skills in this area and thus to be able to achieve two main goals in the near future: 

  • provide more efficient and strategic support to its own clients in communicating climate change in NCs and BURs;
  • enhance its own outreach and communication practices.

Duration: 
app. 7 days so divided: appx 5 days before  to the training for preparing the training and working material and two days to deliver the masterclass at UNDP’ Istanbul Regional Hub offices during the following week: 23rd to 27th of October

 


Duties and Responsibilities

The purpose of the consultancy is to provide a high-quality training on climate change communication, its strategies and concrete examples on success stories.

In particular, the consultant will deliver a masterclass on climate change communication, which should include the following:

  • How to communicate successfully and efficiently climate change issues to a broader audience;
  • Use of visual tools and the power of visual stories;
  • Climate change and the use of media platforms (newspapers, television, internet platforms like TED, etc.);
  • The potential of social media in spreading climate change messages;
  • Climate change communication in developing countries;
  • Lessons learnt from climate campaigns: does and dont’s;
  • Presentation of success stories.

The masterclass will be delivered for UNDP staff at the UNDP’s Istanbul Regional Hub in Istanbul, Turkey, during the week of 23rd to 27th of October (specific days for the masterclass to be later agreed with UNDP).

The masterclass will be organized as follow:

Day 1:

  • A full day training to UNDP experts working on climate change and on communications.

Day 2:

  • A two-hour training to the whole UNDP staff on climate change and climate change communication;
  • The rest of the day with the GSP team aimed at defining strategies for: i) Improving technical support to developing countries in the framework of their NCs and BURs, ii) Improving the GSP own outreach and communication efforts and iii) Solving outstanding questions and doubts on concepts presented in the masterclass.

The consultant must meet the following:

  • Produce presentations/ handouts for the sessions
  • Provide concrete examples
  • Engage the audience with hands on exercises;
  • The training must be conducted in a participatory way using case study analysis along with group work.

Required Skills and Experience

Academic Qualifications/Education: 

  • Master’s degree in communications, journalism, public relations, public policies, environmental studies or other closely related field.

Experience: 

  • Minimum of 5 years of progressively responsible experience in climate change. 
  • Minimum of 3 years of previous experience working on communication and outreach that relate to sustainable development, environment, climate change.
  • Preferable experience in climate change communication in a developing country.
  • Experience working with UNFCCC process and negotiations and climate change policies.
  • Proven expertise in developing and implementing climate change talks in international settings. 
  • Proven experience in dealing with international media on climate change issues.
  • Preferable previous experience as UNFCCC negotiator.

Language skills: 

  • Excellent oral communication skills in English 

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

  • Criteria A –  Relevant Master’s degree to the position (i.e. communications, journalism, public relations, environmental studies or other closely related field) (Max: 5 points);
  • Criteria B – Number of years of progressively responsible experience in climate change (Max: 10 points);
  • Criteria C – Minimum of 5 years of previous experience working on communication and outreach that relate to sustainable development, environment, climate change (Max: 15 points);
  • Criteria D – Preferable experience in climate change communication in a developing country. (Max: 10 points)
  • Criteria E – Proven expertise in developing and implementing climate change talks in international settings. (Max: 10 points)
  • Criteria F – Proven experience in dealing with international media on climate change issues. (Max: 5 points)
  • Criteria G - Preferable previous experience as UNFCCC negotiator (Max: 15 points)

Financial Criteria - 30% of total evaluation.
