Academic Qualifications/Education:
- Master’s degree in communications, journalism, public relations, public policies, environmental studies or other closely related field.
Experience:
- Minimum of 5 years of progressively responsible experience in climate change.
- Minimum of 3 years of previous experience working on communication and outreach that relate to sustainable development, environment, climate change.
- Preferable experience in climate change communication in a developing country.
- Experience working with UNFCCC process and negotiations and climate change policies.
- Proven expertise in developing and implementing climate change talks in international settings.
- Proven experience in dealing with international media on climate change issues.
- Preferable previous experience as UNFCCC negotiator.
Language skills:
- Excellent oral communication skills in English
Evaluation of Applicants
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.
Technical Criteria - 70% of total evaluation – max. 70 points:
- Criteria A – Relevant Master’s degree to the position (i.e. communications, journalism, public relations, environmental studies or other closely related field) (Max: 5 points);
- Criteria B – Number of years of progressively responsible experience in climate change (Max: 10 points);
- Criteria C – Minimum of 5 years of previous experience working on communication and outreach that relate to sustainable development, environment, climate change (Max: 15 points);
- Criteria D – Preferable experience in climate change communication in a developing country. (Max: 10 points)
- Criteria E – Proven expertise in developing and implementing climate change talks in international settings. (Max: 10 points)
- Criteria F – Proven experience in dealing with international media on climate change issues. (Max: 5 points)
- Criteria G - Preferable previous experience as UNFCCC negotiator (Max: 15 points)
Financial Criteria - 30% of total evaluation.
