Combatting wildlife trafficking program manager, Vietnam

hemonics seeks qualified candidates for the position of combatting wildlife trafficking program manager for the USAID Governance for Inclusive Growth (GIG) program in Vietnam. The program manager will support the government of Vietnam’s efforts to improve governance and accountability, as a means to bring about broad-based, sustainable growth. We are looking for individuals who have a passion in making a difference in the lives of people around the world.

 
Responsibilities include:
  • Design, develop, and support the governance and accountability portfolio of GIG, with a focus on enhancing wildlife crime enforcement, inter-agency coordination, and institutional capacity building related to combatting wildlife trafficking (CWT) in Vietnam
  • Provide technical analysis of CWT issues, policies, procedures, and institutional roles and responses
  • Provide technical input and coordination to support development of improved procedures, coordination, and actions related to CWT, including enforcement
  • Work as relationship manager with key government and nongovernment counterparts and beneficiary groups for CWT, including customs, law enforcement agencies, judicial agencies, and local and international organizations working to eliminate wildlife trafficking in Vietnam
  • Liaise with USAID, U.S. government, and international organizations active in CWT in Vietnam, including arranging coordinated technical assistance or capacity building where appropriate 
  • Participate in development and delivery of training programs on CWT
  • Other activities and responsibilities as needed
Qualifications:
  • Bachelor's degree in subject-area related to governance or other aspects of CWT
  • Understanding of the legal, regulatory, and institutional systems related to CWT in Vietnam or internationally
  • At least five years of experience supporting programs or related activities or policies focused on wildlife crime enforcement, legal and regulatory framework governing wildlife trafficking, and reducing demand driving wildlife trafficking
  • Ability to work and manage relationships with counterparts and partners – including senior-level officials – from government of Vietnam, USAID, U.S. government, nongovernment organizations, and international organizations active in CWT programs 
  • Experience implementing programs with multiple enforcement and judicial agencies, coordinating activities with multiple agencies, and supporting Vietnamese government efforts related to wildlife crime enforcement, the legal and regulatory framework, and demand reduction
  • Experience with USAID or other donor or development organizations preferred
  • Demonstrated skills in program development
  • Excellent writing and communications skills, demonstrated in professional experience
  • Ability to work as part of a team and to manage/supervise activities
  • Demonstrated leadership, versatility, and integrity
  • Fluent written and spoken English required; Vietnamese language ability preferred
