Job Description
In April 2011, the Government launched a consultation on proposals to reform the way the English inshore fishing fleet (currently defined as vessels under 10 meters in length) is managed. These proposals evolved from the Sustainable Access to Inshore Fisheries (SAIF) project, which was established to develop a long term strategy in order to move the English inshore fleet towards a more economically, environmentally and socially sustainable future. 
Drawing on the outputs of various research projects, the SAIF Advisory Group and an industry working group, the proposals were centred around changing the way that fishing quotas are allocated to this part of the fleet with a view to empowering fishermen, allowing them greater control and choice about how they operate their businesses. By giving fishermen a greater certainty of fishing rights this would better enable them to plan for the future, and make the most effective use of fishing opportunities. 

Post consultation, there is a need to maintain momentum in finding effective solutions for reform. Pilots will help test and refine new approaches to management and feed into future decisions about the final reform package. By engaging industry in pilots, we will also seek to secure buy-in prior to wider rollout of any new management approaches. This work remains a top Ministerial priority. 

We are now seeking to establish approximately three pilots, to be based in the South West, East and the North East of England (exact locations still to be confirmed). We intend that the pilots should run for at least a year, and are seeking to recruit one Coastal Liaison Officer (CLO) to support each of the pilots. We anticipate that the roles will be for 12 months in the first instance, to enable the CLOs to establish the pilots, support them during the year, and assist with reviewing their success.
