Natural England’s Cheshire to Lancashire Team provides environmental leadership in an area of 6 million people including the major urban areas of Greater Manchester and Liverpool City Region and stunning countryside and natural environments.

The role will be based in the Coast and Marine sub-team of Cheshire to Lancashire whose remit includes, but not limited to, sustainable development within the Liverpool City Region and wider coast and marine area; conservation and enhancement of a landscape scale network of internationally protected coastal and marine sites; development of statutory conservation advice; leadership to resolve wide scale issues such as coastal recreational disturbance and management of coastal hinterland to support amazing populations of non-breeding birds.

This role is required to lead and support our delivery across the Ribble and Morecambe Bay Estuaries. This involves being proactive in delivering our Focus Area outcomes, leading higher risk statutory work, partnership working and discretionary chargeable services. The role will work closely with others to manage environmental risk, maximise environmental outcomes, and enable sustainable management and development within the Team’s coastal area.

You will be required to be flexible and adaptive in engaging in the breadth of our work from the marine environment to agricultural hinterland; this is likely to include: protected sites, sustainable development and farmland conservation. You will also assist with key proactive projects which will deliver improvements to the coast and marine environment.

You should be able to deal with work directly related to Natural England’s remit and support others in delivering this. You will work as part of a wider coast and marine team, with others across the Area Team and with colleagues in the neighbouring Cumbria area team. You should be able to be creative in finding solutions and be able to work collaboratively with others from outside the organisation, from a range of sectors and within partnerships.

The post holder will need to apply existing and new knowledge/skills in coastal processes and ecology of coastal habitats and species (especially the range of breeding and non-breeding wetland and sea birds), land management, land use planning, green infrastructure, environmental risk and chargeable services.

There is the need to regularly travel around the Team area and occasionally across England. The holding of a valid driving licence is essential.

The key aspects of this role are to:

Deliver our statutory and chargeable discretionary advice to provide chargeable advice on planning pre-applications, consents and assents. This will involve confidently liaising with a range of stakeholders including statutory and non-statutory bodies, protected site owners and occupiers, private businesses and partnerships.

Proactively building positive and collaborative relationships with range of coastal partners and stakeholders.

Support the development and delivery of strategic project solutions to streamline reactive work, provide greater certainty for stakeholders and improve environmental outcomes.

Work within an integrated team to maximise proactive opportunities to deliver enhancements to the environment through key area projects. This would include working with colleagues from a range of work areas.

Working to deliver “favourable condition” on Sites of Special Scientific Interest (SSSIs) (and European sites where relevant) with land managers and others, monitoring SSSI condition.

Undertaking regulation and enforcement as necessary to protect maintain and improve interest features including, species, habitats and geology.

Be proactive in your own personal development and supporting the personal development of your colleagues.

Flexibility to apply skills and knowledge to other work areas.

Skills and knowledge

Experience of reviewing planning applications and environmental assessments such as Habitat Regulations Assessments to inform advice and decisions.

Knowledge of relevant planning and environmental policy and legislation affecting protected sites/areas and species e.g. Habitats Directive, Wildlife and Countryside Act, Town and Country Planning Act, National Planning Policy Framework and 25 Year Environment Plan.

Broad understanding Natural England’s remit and objectives, the objectives of partners including Department for Environment, Farming and Rural Affairs (DEFRA), Environment Agency (EA) and Local Planning Authorities.

Ornithological knowledge and experience is desired for this role.

A relevant degree (e.g. environmental studies, ecology, conservation etc) or a qualification in the subject matter.

Preference for Preston or Manchester, other locations may be considered (requirement for easy access to Morecambe Bay and willingness to travel across the region).
