The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP’s Crisis Response Unit (CRU) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP’s development programmes. BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results based management and performance monitoring with more effective and new ways of working. BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.

UNDP is on the ground in nearly 170 countries and territories, supporting their own solutions to development challenges and developing national and local capacities that will help them achieve human development and the Sustainable Development Goals (SDGs).
UNDP’s work on climate change spans more than 140 countries, supporting projects amounting to USD $2.8 billion since 2008. Following the Paris Agreement on Climate Change, the need for systematic support on the implementation of countries’ climate plans has emerged. UNDP is therefore expanding its existing support through the Low Emission Capacity Building Programme and other projects to a new Global Nationally Determined Contributions (NDC) Support Programme. The programme offers technical and financial support for NDC implementation planning, specifically in high-level leadership, integrated climate governance, climate action, climate finance and public-private collaboration. Building on previous working relationships with partners, the Programme is part of new initiatives, including the NDC Partnership, the German International Climate Initiative-Intended Nationally Determined Contribution (IKI-INDC) Support Cluster for improved coordination and the Programme is hosted by the Climate Change and Disaster Risk Reduction Cluster (CDT), which also covers the UNFCCC negotiations, energy, disaster risk reduction, and recovery.
The Climate Change Specialist will report in a matrix management arrangement to the Programme Manager of the corporate UNDP NDC Initiative as primary supervisor and the Policy Advisor, Climate Change and Disaster Resilience who serves as the Senior Advisor on External Engagement as secondary supervisor.
