POSITION PURPOSE:
Position is TVA's expert in the field of Climate Change policy and strategy development. This position will manage the development, guidance, and implementation of agency-wide climate change policies, strategies, positions and processes. The position has responsibility for identifying, determining potential risk and reporting on local, state, and federal initiatives which have potential impact to TVA business units and TVA managed assets.  Position works closely with senior and TVA executive management to develop policies, strategies, and technical solutions for utility operation in a carbon constrained world and for management of natural resources.  Position ensures that programs, planning targets and associated risk from climate change are coordinated, documented and tracked across the agency. This position is responsible for coordinating agency-wide participation in the legislative and regulatory activities in existing and future climate change requirements in conjunction with OGC, Government Relations, and other business units.  Position leads an interdisciplinary team of scientists, engineers, and economists focusing on climate change legislation, regulations, programs and initiatives to support TVA's operations.  Position is the agency's expert and representative on the regional and national groups.  Position plays a significant role in achieving TVA strategic goals with respect to demonstrating environmental leadership for the valley, especially in reducing the amount of carbon dioxide and methane released into the atmosphere through the use of clean energy.

PRINCIPAL ACCOUNTABILITIES:
1. Develops and coordinates TVA climate change strategy and policy options and recommendations for review and approval up to the Senior Vice President, Environmental Stewardship & Policy, and the Management and Executive Committees.
2. Advises TVA management and executives in the policy, strategies, programs and issues on Climate Change.  
3. Leads an interdisciplinary and agency-wide team of scientists, engineers and economists to develop and implement strategies for understanding and dealing with legislative and regulatory climate change goals and requirements.  
4. Is the agency's expert and representative on national inter-agency committees and organizations dealing with issues associated with climate change policy, climate change adaptation, and climate change science.
5. Position plays a significant role in achieving TVA strategic goals with respect to demonstrating environmental leadership for the valley, through the integration of energy and environmental policies on climate change and climate change impact on the management of natural resources.
6. Uses knowledge of electric utility operations and clean energy options to propose programs that are financially viable and will have the biggest impact on the agency and the valley and minimize future risk.
7. Works closely with E&T researchers in current and future research and timetables for clean energy technology application, providing technical expertise and guidance.
8. Benchmarks against other generators of clean energy for cost, technology deployment and market trends
9. MINIMUM ELIGIBILTY FACTORS:
Education -  An advanced degree in natural sciences,  environmental engineering or related field, or equivalent experience is required.
Experience -. Twelve to 15 years of experience with environmental issues, preferably in a utility setting is required and experience focusing on global climate change is desirable.

Knowledge/Skills/Abilities - Comprehensive knowledge of utility operations and planning, clean energy technologies, air quality, environmental issues related to power plants and their impacts.  Understanding of climate science, climate adaptation, and natural resource management programs and planning.  Ability to direct a multidisciplinary group of scientists, engineers and economist engaged in environmental activities.  Highly developed interpersonal and human relations skills and highly capable of motivating and coaching team efforts.  Effective skills in negotiating with peers and upper management inside and outside TVA to achieve business goals is desired.  Highly developed oral and written communications skills are also desired.  Awareness of constantly evolving knowledge and technological advances related to the needs of TVA operational organizations and business endeavors.
