UNDP is the UN's global development network and assists programme countries to build and share solutions to the challenges of globalization and human development.
 
The Bratislava Regional Centre (BRC) is UNDP’s main knowledge and advisory hub for the Europe and CIS Region (ECIS). It aims to connect the region to a global network of development experts, to build knowledge and capacity, and to forge partnerships to meet the development challenges of a large and diverse region. BRC also aims to capture and spread development successes and best practices in the region and to improve the impact of UNDP’s work through effective communications and advocacy.
 
In order to achieve these aims, the BRC employs a team of in-house policy advisers and specialists, backed by an extensive roster of outside experts. Policy advisers and specialists provide demand-driven advisory services, access to knowledge, and technical backstopping to RBEC country offices. Their specific services include diagnostic missions, on-site support to UNDP Country offices principally in programme identification and preparation, evaluations, expert referrals, capacity development, training and applied research. They are also responsible for establishing and maintaining active regional communities of practice in their respective areas of expertise.
 
 The position will be part of the Regional Energy and Environment Practice, namely its climate change and energy group.

 

Duties and Responsibilities

The Regional Climate Change Specialist will work under the overall guidance and supervision of the RBEC Energy and Environment Team Leader and in close consultation with the UNDP/GEF Regional Technical Advisors on Climate Change Adaptation and Mitigation in Europe and CIS and in coordination with UNDP Regional Climate Change Analyst.

The Climate Change Specialist is responsible for:

  • Assisting in the provision of timely and quality advice on climate change issues of the region to the RBEC HQ and country offices in Europe and CIS (50%) ;
  • Programme development and support to implementation (20%)
  • Assisting and supporting the generation, codification and overall management of knowledge associated with his/her field of specialization (20%); and
  • Contributing globally, regionally and locally to UNDP resource mobilization activities, strategic planning, partnerships and liaison (10%).
(Exact percentages are agreed annually with the supervisor based on each RC’s individual work plan) 
 
1. Support to Policy Advice (50%)
  • Provides of timely quality information and technical advice on climate change issues and policies to country offices, RBEC HQ, BRC, governments and other partners such as NGOs;
  • Draft briefing notes, policy and discussion papers and prepare presentations on climate change related matters in the region at the request of the RBEC HQ, BRC or country offices;
  • Identify and source technical expertise, including assistance with the preparation of TORs, identification and evaluation of experts and reviewing reports.
2. Programme development and implementation (20%):
 
  • Providing support in the design and implementation of the UNDP’s regional programme on Climate Change Adaptation and Mitigation for Eastern Europe and the CIS;
  • Providing support and monitoring implementation of on-going projects in climate change adaptation and mitigation;
    Identification and sourcing of technical expertise and support including assisting with preparing TOR, identifying and evaluating experts, reviewing reports, etc.;
  • Identification and liaison with potential and actual co-financing agencies and institutions;
    Inception, contracting and start up of regional and national project;
  • Participation in Project Board meetings when needed, and in drawing lessons learned for sharing on Knowledge Management (KM) networks;
  • Cooperate with other UNDP Practice areas to integrate climate change in UNDP regional and national programmes.
3. Generating, managing and stimulating the uptake of knowledge (20%)
 
  • Takes part in evaluating, capturing and codifying the knowledge, synthesizing lessons and stimulating the uptake of best practices, including the development of resource kits, regional publications and reports and other knowledge materials on climate change adaptation and mitigation; peer review, comment on, and seek to improve the technical quality of the UNDP knowledge products, project documents, programming documents, etc;
    conduct substantive research on climate change issues as requested by CC RTAs;
  • Periodically review available literature and other sources of information, including global and region specific materials, and keep RBEC HQ, BRC and country offices informed of trends and issues related to climate change in the region/sub-region;
  • Assist in developing internal UNDP and external stakeholders capacity in the area of climate change adaptation and mitigation, by preparing training packages and specific presentations, organizing trainings and conferences and representing UNDP at the relevant conferences;
  • Assist in creation and maintenance of the regional expert roster in the area of climate change adaptation and mitigation;
  • Conceptualize and keep updated BRC climate change web-site, develop and facilitate climate change wiki;
    strengthen and facilitate regional climate change community of practice;
4. Fundraising, strategic planning, partnerships, liaison with other agencies and partners (10%)
  • Identify funding opportunities in the areas of climate change adaptation and mitigation for the regional programme and for country specific activities; liaise with potential donors and be updated on their strategic funding priorities; prepare fundraising proposals and presentations for the regional E&E Team and assist country offices in preparing fundraising materials; represent UNDP at the fundraising events;
  • Assist in establishing and maintaining contact with other development assistance providers, NGO’s, private sector, scientific institutions and the like, to seek strategic partnerships, synergies, coordination and cooperation and strive to avoid overlap, duplication or conflict;
  • Participate in global retreats, focal area retreats, regional strategic planning, etc.;
  • Participate in cross-practice dialogue, common strategic visioning, mainstreaming, programming, and other collaboration within the regional team.

Required Skills and Experience

  • Masters degree in Environmental Sciences, Environmental Management, Engineering related to energy and climate change or a closely-related field
  • 5 years of relevant experience in the field in developing countries (preferably in the Europe and CIS region)  in Climate Change or a closely-related field;
  • Experience in the Climate Change policy development, good knowledge of Climate Change negotiations process;
  • Demonstrated skills in drafting reports, knowledge and competences/experience in policy analysis and capacity development;
  • Previous experience with UNFCCC will be an asset;
  • Skills in facilitation and coordination, entrepreneurial spirit and demonstrated ability to work in an independent manner.
  • Fluency in English; Working knowledge of Russian desirable.
