UNDP Ghana is supporting the Government to strengthen their capacities to reduce risks associated with climate change with strategic approach to manage climate change and disaster risk reduction so as to turn them into the opportunities for sustained development. In this regard, the 2009 AWP is targeted at supporting both mitigation and adaptation policy responses with a view to supporting the government to - Develop and implement regulator/market-based instrument and institutional changes
- Building relevant capacities to access additional resources to finance solutions and make sound investment decisions.
- Mainstream climate change into development frameworks
The Programme Specialist will contribute substantively to the work of the Environment and Energy unit, especially on climate change and disaster risk reduction, and the development of partnerships and initiatives that advance the strategic interests and objectives of UNDP Ghana. | Duties and Responsibilities | Under the direct supervision of the Head of Environment and Energy unit, the incumbent will be responsible for, but not limited to, the following duties: Programme Management: - Map out the currently active development partners, donors and private sector actors in the field of climate change, conduct gap analysis and identify opportunities
- Support formulation of UNDP programme on climate change and associated projects
- Participate in various policy and partnership fora such as Natural resources sector working group, as well as relevant meetings on climate change.
- Explore the potentials for private sector, NGO, academia partnerships in climate change and environment, and work on advocacy for private sector, donors and government counterparts regarding the opportunities on carbon / environmental financing.
- Perform other tasks as required by the Deputy Resident Representative (Programmes) and the Assistant Resident Representative (Programmes).
Coordination: - Advise UNDP and UNCT on national and international developments relevant to the UN's policy, programme and operational interests on climate change, and assist in identifying coordinated corporate approaches.
- Contribute to bring synergy with ongoing GEF projects and GEF Small Grants Programme projects
- Assist in identifying coordinated corporate approaches to and in collaboration in climate change across UNDP’s practice areas and UN agencies as appropriate
Resource Mobilization and Strategic Partnerships: - Explore possible areas of cooperation and identify opportunities for initiation of new projects on Environment and Energy
- Engage in dialogue with development partners, private sector and NGOs to strengthen and develop strategic partnerships in climate change
- Support resource mobilization efforts of the Government with respect to carbon/environmental financing mechanisms such as MDG Carbon Facility, CDM, etc.
Knowledge Building and management: - Promote information sharing and facilitate dialogue within the donor community by initiating and/or participating in consultative meetings and preparing briefs and policy papers on climate change
- Promote the sharing of good practices from UNDP climate change to wider network and develop strategy for UNDP on how to replicate them at the national level
- Produce communication and outreach materials to inform external stakeholders and partners of the development and implementation of Environment projects
- Facilitate and substantively contribute to networks, knowledge building and sharing
- Synthesize and document lessons learnt and best practices in programme

| Required Skills and Experience | - Masters degree in International development, Environment management or a related field.
- At lease 2 years of programme experience of which at least 2 years related to environment, in particular climate change
- Knowledge and experience in policy analysis and capacity development is desirable
- Strong communication skills, both written and oral.
- Excellent analytical and organizational skills.
- Highly developed computer skills including ATLAS literacy.
- Fluent in English
