Background

UNDP Regional Centre in Bratislava is responsible for the management of the UNDP country programmes in those countries of CEE and CIS region where there is no UNDP country office, namely in the Czech Republic, Hungary, Slovak Republic, Slovenia, Malta and St. Helena.  UNDP programmes support countries in dealing with various development issues in different areas such as poverty eradication, integration of Roma communities into society, environmental protection, sustainable development, renewable energy, regional development, development assistance and some others. The services provided by UNDP Regional Centre in Bratislava include management of country programmes and preparation of the country cooperation framework/programme outlines, management of project formulation processes, programme/project development, monitoring project implementation by providing day-to-day implementation advice and support to all on-going projects, providing regular financial management support to all on-going projects, including advancing funds, monitoring projects expenditure and financial performance, training national counterparts and project staff in the financial management of projects.

In years 2000 - 2008 the UNDP Regional Centre in Bratislava managed the GEF funded project titled Public Sector Energy Efficiency Programme in Hungary (further mentioned as “Energy Efficiency Project”). The project was operationally closed in June 2008.

The objective of the project was to mitigate Hungary’s greenhouse gas emissions by improving the efficiency of energy use in public sector buildings and installations and to help building of capacity in municipalities to improve energy management, not only through investment projects, but also through improved energy management of existing plant and equipment.

This global objective was planned to be achieved in several ways: firstly through strengthened outreach to municipalities and strengthened local networks of energy advice centres; secondly through improving the knowledge base of municipal decision makers and energy managers through training; and thirdly through support for energy audits and feasibility studies which will identify both no and low cost measures to improve energy efficiency, and measures for which investment is required.

The institution building objective was aimed to be achieved through the funding of project staff within the Energy Centre Hungary (Energia Központ), public benefit organization, who would support not only the specific implementation tasks of the project, but the overall aim of expanding the range of activities, experience, and knowledge base of the Energy Centre Hungary, thus creating strong capability and expertise for monitoring, evaluation, analysis, and feedback.

The project also intended to build capacity in the still underdeveloped energy efficiency services industry in Hungary, and to encourage the development of standards that will benefit the long term growth of the industry. 

The immediate objectives and outputs of the Projects were the followings:

Objective 1.   Improve the development of energy efficiency policy, increase awareness, and improve coordination of energy efficiency programmes

Output 1.1    Preparation for effective project implementation
Output 1.2    Improved coordination of energy efficiency policy
Output 1.3    Strengthened outreach to municipalities and municipal energy supply companies, and strengthened local networks.
Output 1.4    Increase in the number of municipal energy managers
Output 1.5    Development and operation of monitoring, evaluation and feedback mechanisms.
Output 1.6    Sustainable development of the project.

Objective 2.  The identification, development, and financing of energy efficiency projects in Hungarian municipalities/ municipal district heating systems.

Output 2.1    Increase in the number of energy audits and feasibility studies undertaken in municipalities/ district heating companies through a fund for energy audits/ feasibility studies
Output 2.2    Establishment of a national standard for energy audits and programme of certification of energy auditors.
Output 2.3    Establishment of a ‘one/stop shop’ common database for applications for financing of energy efficiency projects.

Objective 3.  Improve the knowledge base of municipal decision makers and municipal energy users concerning energy management and energy efficiency technologies.

Output 3.1   Improve the knowledge base of municipal decision makers and municipal energy users concerning energy management and energy efficiency technologies.
Output 3.2   Improved knowledge base for decision makers in municipalities.
Output 3.3   Increased capacity to identify, design, implement and manage energy efficiency projects at the local level.

The Project was executed by the Ministry of Economy and Transport (former Ministry of Economic Affairs) of the Republic of Hungary and was implemented by the Energy Centre Hungary. The executing agency was accountable to UNDP for the production of outputs, achievement of project objectives and for the use of UNDP resources. The project was managed on a day to day basis by the Project Manager, who was working under the responsibility of the Programme Director of the Energy Centre Hungary.

The designed total project budget was 16.65 – 20.65 M USD, including 4,200,000 USD GEF, 400,000 USD UNDP/ TRAC funding. Originally, (in the Project Document) the financial sources were planned to be composed by GEF grant, UNDP/ TRAC grant, and parallel financing from Government funds and private investors.

At the end of the project the total budget disbursed was over 27 M USD due to increased amount of municipal and private sector investment as well as new grants received.

The geographical scope of the project was the whole area of Hungary.

The direct beneficiaries of the project were the Hungarian municipalities, the energy service companies, the Energy Centre Hungary and the local energy advice centres, the national policy makers in the Ministry of Economy and Transport, the Ministry of Environment and Water, and other relevant Ministries, moreover the Hungarian population.

 

Duties and Responsibilities

Working under overall supervision of the Head of the Country Support Team (CST) of the UNDP Regional Centre, and in close consultation with a UNDP substantive focal point, the consultant will provide substantive policy advice nationally and/or regionally in the following areas:
  • Substantive advice in Energy and Environment priority area, with special focus on Climate Change;
  • Elaboration of research papers within UNDP focus area of environment and sustainable development, climate change and regional development in support of the project development;
  • Support the CST in incorporating knowledge gained through the implementation of the Energy Efficiency Project in Hungary is spread and used to the maximum possible extent, especially with view to replicate the potential project ideas in RBEC and elsewhere;
  • Support the CST in analysis of replication potential of the Energy Efficiency Project positive results in country and in the region, specifying possible funding sources;
  • Support the CST in analysis creating synergies with other similar projects, funded by the government or other donors.
  • Development of project initiatives related to global themes and formulation of the national and/or regional projects with special focus on environment and sustainable development, climate change and regional development. Special focus will be placed on project development in support of the CST resource mobilization from relevant EU funds.

The key products expected from this assignment are the following:
  • Two project proposals substantively eligible for selected EU programme, following the project proposal outline as required by the relevant programme (example attached in Annex 1)
  • A comprehensive Final Report in English that should, at least, include the following chapters:
  1. Executive summary
  2. Methodology
  3. Case study
  4. Replication potential
  5. Follow up strategy

Approach

The consultant is expected to follow a participatory and consultative approach ensuring close engagement with UNDP Regional Centre in Bratislava, the government counterparts, national and regional partners, and key stakeholders. Where needed, UNDP Regional Centre in Bratislava will provide substantive support in identification of and initiating communication with partners within the region. 

S/He is also expected to review and analyze the replication and follow-up potential, ultimately leading to implementation, of:

  • energy audits and feasibility studies undertaken within the Energy Efficiency Project;
  • the financial instrument used within the Energy Efficiency Project.
S/He, through CST, should consult on the findings of the ongoing final evaluation of the project, with special respect to the inventory of the current status of audits and feasibility studies, to avoid overlaps, and duplication of these activities.

Although the Consultant should feel free to discuss with the authorities concerned, all matters relevant to its assignment, s/he is not authorized to make any commitment or statement on behalf of UNDP or GEF or the project management.

Duration

The total time frame for the carrying out of this assignment is 4 months for the period of March - June 2009. Estimated number of working days is 30. The contract will be paid as lump sum, including costs of occasional in-country travel.

 

Required Skills and Experience

Required qualifications:
  • University degree in environmental studies, development studies or related field
  • Solid knowledge of climate change policies and management structures in the Central European region
  • Recognized expertise in energy efficiency field
  • Work experience in relevant areas for at least 10 years
  • Extensive experience with multilateral or bilateral supported climate change projects/programme design and implementation under UNDP and EU procedures  
  • Computer-literate (MS Word, Excel, Power Point, Internet and email)
  • Fluency in both written and spoken English.
