he Multilateral Investment Fund (MIF) of the Inter-American Development Bank (IDB) is the principal source of technical assistance, grants and equity financing for private sector development in Latin America and the Caribbean (LAC).  MIF's focus is to design and implement innovative projects that promote small and micro business competitiveness and to promote framework changes that enhance the business climate in LAC.  The MIF is searching for an energetic individual to support its Access to Basic Services Unit (ABS) in the identification, analysis and preparation of activities related to expanding access to clean and efficient energy; downscaling carbon markets; and supporting climate change adaptation for the MIF's target beneficiaries.
 
 Key Responsibilities
 
The candidate's primary responsibilities include, but are not limited to: 
  • Participate in the origination, design, approval, execution and results-reporting of MIF climate change team operations by providing technical support to project team members;
  • Apply technical concepts, methodologies, tools, and techniques to support technical analysis and generate basic solutions or proposals for climate change team activities;
  • In collaboration with more senior staff, assist in the development of new methodologies, tools and techniques to expand access to clean and efficient energy  as well as carbon markets for MSMEs and low-income populations;
  • In collaboration with more senior staff, assist in the development of new methodologies, tools and techniques to support MIF clients in adapting to the effects of climate change.
  • Support the development of knowledge products and Learning, Communicating and Catalyzing (LCC) activities related to the MIF's climate change  agendas.  Proactively share knowledge with others in team and/or IDB Departments;
  • Support senior staff on outreach and promotion of MIF's climate change activities, through meetings with stakeholders, speaking at events and conferences, drafting text for publications;  
  • Adopt best practices and proactively share knowledge with others in the team/business area;
  • As required, coordinate work with others within and beyond own unit to meet business objectives.

Qualifications

 
Requirements
 
Education: Master's Degree or equivalent advanced degree from a recognized academic program in Developmental Economics, Environmental Science, International Studies, or relevant field.
 
Experience: Minimum of two (2) years of relevant professional experience at national and/or international level.  Candidates with experience working within a multilateral development agency on financial and non-financial operations related to MSME development and climate change will be preferred.  Project design experience in carbon finance, biogas and green venture capital will be an asset. 
 
Languages: Excellent command of both English and Spanish.  Knowledge of one of the other two official languages (Portuguese and French) would be an asset.

Technical Expertise:  (a) In-depth knowledge of social, economic and environmental issues affecting countries in Latin America and the Caribbean; (b) Strong knowledge of analytical tools and methods in the area of MSME development, access to finance, access to markets and access to basic services, particularly  related to climate change and the environment;   (c) Knowledge and familiarity   with key climate change-related policy developments at national and international level; (d) Strong knowledge of key issues related to MSMEs and climate change in the region; and (e) Experience in formulation and project and program design/implementation (public or private sector).
