I.M. Systems Group, Inc. (IMSG), www.imsg.com, a government contract organization in a request to provide a bid for a proposal will be seeking to submit resumes for a Project Management Team to work at the U.S. Agency for International Development (USAID) Regional Development Mission for Asia (RDMA) office which is based in Bangkok, Thailand. This office supports regional activities that address regional-level development and environmental priorities as well as providing value-added support to bilateral missions, and provide targeted assistance in selected non-presence countries. IMSG is currently seeking to submit resumes for four (4) management positions listed below. The hiring for these positions will be contingent upon award of the contract. Project Overview:

The Mekong River Basin is home to 60 million people of which 70 percent are engaged in subsistence agriculture. These people, culturally diverse and some of the world’s poorest, depend on the river and its tributaries for food, livelihood, transportation, and freshwater. The purpose of this project will be to address information and policy gaps to provide communities in the basin with the guidance and support they need to develop sustainable integrated adaptation plans, increasing the resilience of rural communities to the negative impacts of climate change. The impetus for this program stems from the critical importance of addressing the impacts of global climate and in particular how these will negatively impact rural poor and the ecologically sensitive areas of the Mekong River Basin.

Chief Project Manager
Duties:
• Demonstrate exceptional managerial and operational experience in managing complex multi-national and regional activities involving coordination with multiple program partner institutions.
• Expertise in global climate change, climate change adaptation, water and natural resource systems, and agriculture
• An understanding of policy, economics and market issues in the above sectors is recommended.
• Exceptional written and communication skills.

• Familiarity with the political, social and cultural context of working in Asia is a strongly preferred.

Deputy Program Manager
Qualifications:

• Must have relevant work experience, including experience with a contractor or international
• NGO managing an office or program.
• Experience supervising complex and challenging field operations in closed societies and/or fragile, transitional or developing countries is required.
• Must have significant management experience in a developing country context.
• Must have a direct knowledge of logistics, and procurement procedures.
• Strong understanding of USAID's policies and procedures in regards to financial management, financial reporting, procurement processes and systems.
• Minimum of five years of previous or current management, preferably in overseeing multiple program areas simultaneously; hiring, training and supervision of local personnel; financial management including budgeting; tracking, reporting and accounting of finances and procurement

Task Manager I
Qualifications:

• Relevant work experience in agriculture and/or ecosystem research, including experience in climate change impact studies, preferably with experience in application of climate change forecast information with agriculture suitability or ecosystem envelope models.
• Experience in the agriculture cropping systems in Southeast Asia is required.

• Must have significant management experience in leading a major scientific study and ability to work in a developing country and regional context.

Task Manager II
Qualifications:

• Must have relevant field experience in rural and community based projects, preferably with experience in community or ecosystem based adaptation projects.
• Experience in the agriculture cropping systems in Southeast Asia is required.
• Must have significant management experience in implementing pilot projects and a demonstrated ability to work in a developing country.
• Prior experience in Southeast Asia is strongly recommended.
