A key aspect of IFC's global and regional strategies is to scale up its investments in Sustainability and Climate projects (energy efficiency, renewable energy, cleaner production and resource efficiency, waste and wastewater management, and green buildings) through Banks and Financial Institutions (FI) referred to as Sustainability and Climate Finance through FIs (SCF). The current IFC portfolio in SCF consists of more than thirty projects and facilities totaling over $ 3 billion in commitments to date. The position supports initiatives of the Financial Institutions Group (FIG) in IFC that focuses on mitigating the effects of climate change through financial markets. The FIG Climate Change program works closely in conjunction to support the development of Sustainable Energy Finance at the firm level by helping FI clients to expand their climate-smart portfolios and by providing them with resources to measure the associated climate impacts.

The Specialist will be responsible to consolidate and manage the sustainability and climate metrics and strategy for investments through FIs, and provide support on portfolio and pipeline assessment from a perspective of climate eligibility and provide support where required to the regional SCF specialists and investment teams. The specialist is also expected to provide support initiatives related to environmental & social (E&S) risk management. The Specialist will also support the growth of the SCF program and provide necessary compliance support and business development expertise for FIG business cross-cutting across investment, advisory and treasury related activities. By working with the regional specialists and investment team, the specialist will carry out technical due diligence in line with IFC climate standards, and work with the legal team to ensure contract conditions include necessary guidelines and reporting procedures. The Specialist will support the regional specialists and investment teams as may be required to support FI clients, on SCF classification and/or reporting issues. The Specialist position is based in Washington D.C., part of the global pool of SCF Industry Specialists in the Financial Institutions Group.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
 
Duties and Accountabilities:
Support the Global Head for Climate and Sustainability and the regional leads in developing the global SCF strategy by working across the FIG regional, product and strategy teams ;

• Manage the global SCF investment pipeline and portfolio to report climate profitability and development impact;

• Work with Investment Officers globally to help market the product to FI clients, and identify new SCF business opportunities for financing in emerging markets;

• Support the global business development and investment operations related to Sustainability and Climate Finance for both investment and advisory operations;

• Support the work with IFC Treasury and investment teams to support the client with issuance of a credible green bond in compliance with the Green Bond Principles, and finding new opportunities to scale climate mobilization;

• Work with other FIG product specialists, to develop new business opportunities and process transactions for investment and advisory projects including specifically working with the Housing team on green building financing through banks;

• Anchor and lead the Greenhouse Gas (GHG) accounting for FIG, and conceptualize and develop Climate and E&S risk management tools (like CAFI, etc.) relevant for the IFC staff and financial market clients;

• Develop approaches to determine the carbon footprint of FIG's banking portfolio;

• Support the FIG work on stakeholder discussion for clients, including government officials, global investors, NGOs, etc. related to E&S and SCF;

• Work jointly with donor relations group to find new sources of funding to support investment and advisory opportunities for SCF financing;

• Provide technical support as required for all phases of investment and advisory operations, including problem solving on complex issues of implementation, monitoring and evaluation;

• In collaboration with other departments in IFC and the FIG regional specialists, engage with regional and local RE/EE technology vendors, equipment suppliers and other aggregators such as ESCOs, to identify new business opportunities that can be scaled-up through financial intermediation by IFC;

• Systematically capture and share lessons learned across the organization as well as support internal and external web communications platform for the unit;

• Provide guidance and direction to the team analyst on metrics, GHG accounting and climate eligibility and oversee the program for the development of tools and guides to help improve operational efficiency for the FIG Climate program

• Ensure compliance with IFC/WBG policies and procedures.
 
Selection Criteria:
• At least 5 years of relevant working experience in climate finance with strong expertise in GHG accounting tools relevant to SCF business;

• Graduate degree in engineering, environmental science, and/or energy studies with a flair for multi-disciplinary work in Sustainable Energy;

• At least 4 years of relevant work experience in developing SCF business strategy, housing financing, and how climate investments are typically financed through banks is highly desirable;

• Sound understanding of financial structures used to finance SCF projects as well as how banks, insurance companies, capital markets, and other financial intermediaries typically work in the area of SCF financing;

• Awareness/familiarity with donor and bilateral programs in SCF including the capacity building and technical assistance/advisory initiatives;

• Proven track record in the development of excel and/or online web tools providing carbon accounting solutions to financial market clients;

• Excellent knowledge of computer-based analytical tools (spreadsheets, projection models, macros)

• Awareness/familiarity with IFC Climate Definitions and Guidance Notes, Green Bond Principles, and donor and bilateral programs in SCF including the capacity building and technical advisory initiatives;

• Ability to establish credibility among senior private sector clients through technical competence and excellent interpersonal skills;

• Proven track record as a strong team player with the ability to work in a high-pressure multi-disciplinary environment;

• Familiarity and confidence to be able to negotiate and be effective in a matrixed working environment;

• Should be a motivated self-starter with the ability to work independently;

• Excellent oral and written communication skills, with ability to articulate thoughts on policy, technical, and financial issues, effectively and concisely;

• Excellent command of English.
