Position Summary:

 

NRDC is seeking an Engineer, Development Economist, or other Technical Expert for a one-year contract position to work with the Climate and Clean Air and International programs in our Washington, DC office. We are seeking a candidate with expertise in the assessment of climate-friendly refrigerants, air conditioning energy efficiency, safe handling of flammable materials, and other technical issues relating to the transition from hydrofluorocarbons (HFCs) to climate-friendlier chemicals.  

Responsibilities:

Work closely with team members to extend NRDC’s range on projects in the U.S., India, and other countries relating to the phase-down of HFCs by:

 

  • Focusing on implementation of the phase-down of hydrofluorocarbons under the Kigali Amendment to the Montreal Protocol, and in key countries including the United States, India, and China.
  • Participate in Montreal Protocol implementing and negotiating meetings in 2017, including attending meetings of the Executive Committee to the Protocol’s Multilateral Fund (MLF) and working with the MLF Secretariat to assist with the development of funding and cost effectiveness guidelines, and work with the MLF’s implementing agencies (UNEP, UNDP, World Bank).
  • Advise the Montreal Protocol’s Technology and Economic Assessment Panel on developing country funding needs for 2018-2020 for implementation of requirements to phase out HCFCs and phase down HFCs while increasing the energy efficiency of air conditioning, refrigeration, and foam products. Understand and analyze the market impacts of phase-down requirements at home and abroad, including the need for refrigerant recycling programs and the price impacts thereof. 
  • Work with US manufacturers and other NGOs to develop the business case for a rapid transition away from HFCs in the US, and to support HFC phase-down regulations under the Clean Air Act.
  • Work with partners in India and China to support efforts to meet and exceed the Kigali agreement requirements for these countries, often by formulating comprehensive business cases, including supply chain considerations, for fast action.

 

Job responsibilities will include:

 

  • economic analysis of and advocacy for international, national, and state-level HFC reduction and energy efficiency strategies;
  • helping define and execute our advocacy strategy to defend and extend effective policy approaches, including the international agreement and domestic legislation and regulations;
  • closely coordinating with NRDC’s energy efficiency team on joint opportunities to reduce HFCs and improve efficiency; and
  • representing NRDC with industry and government stakeholders, before national and international bodies, Congress, in the media and at public events;
  • Advising individual Montreal Protocol implementation teams on project finance and planning strategies, and, when applicable, assisting with outcome analysis.

Qualifications:

  • Ph.D., M.S., or B.S. degree in engineering, development economics, finance or another relevant field;
  • At least three years’ work/intern experience in related field;
  • At least three years of relevant experience developing and demonstrating the knowledge and skills described below:
    • Excellent written and verbal communication skills;
    • Ability to participate on teams that work collaboratively toward shared outcomes across programs and organizations;
    • Ability to work in a fast-paced environment with demonstrated ability to handle multiple work streams;
    • Ability to analyze, distill and summarize scientific and technical research for both technical and non-technical audiences;
    • Ability to design and direct technical research and analysis;
    • Ability to analyze complex, multi-dimensional problems
  • Robust interpersonal skills to interact with leading decision-makers in government, other non-profits, business community
  • Demonstrated interest in environmental issues;
  • Must possess a high degree of proficiency with Microsoft Office including Word, Excel, and Outlook.
  • Language skills a plus
