Working for the Norfolk Climate Change Partnership, two 6 month graduate placements will be jointly responsible for completing and disseminating a comprehensive risk assessment of Norfolk’s vulnerabilities to the changing climate, both now and in the future. As a low-lying county with a soft coastline and a growing population, Norfolk is particularly vulnerable to the impacts of climate change. These could have serious consequences for Norfolk’s population, economy, wildlife and landscapes while offering economic opportunities for the county, in sectors such as renewable energy, green technology, agriculture, local food and recreation. The Norfolk Climate Change Partnership is leading a county-wide approach to local adaptation to these risks, starting earlier this year with the completion of a Local Climate Impact Profile (LCLIP) examining the impacts of severe weather on the delivery of public services. The next step is to build on the knowledge and experience gained through the LCLIP and previous baselining work to develop a more comprehensive risk-based assessment, which can be used by Norfolk councils and their partners as a basis for adaptation planning. The comprehensive risk assessment will help the Partnership achieve Level 2 of National Indicator 188 (Adaptation to climate change) by March 2010 and pave the way for Norfolk to achieve Level 3 by March 2011. The project will be divided into two parts. During the first four months there will need to be intensive collaboration between the two officers in order to produce a comprehensive risk based assessment of threats and opportunities from changing weather and climate, both now and in the future, which must identify priority risks and opportunities for all Norfolk services and the wider community. This will result in the production of prioritised risk registers for the seven District Councils, the County Council and the wider County Partnership. The final 2 months will focus on dissemination of the risk assessment results across all partners and initiation of adaptation action planning. This will include identifying risk owners and producing a timeline for the production of the Adaptation Plan. It is envisaged that one officer will focus on council services, while the other focuses on impacts on the wider community. The posts will be hosted by the Sustainability Strategy Team at Norfolk County Council, reporting to the Sustainability Strategy Manager.
