Projects Directorate - Transport and Energy Department - Energy Efficiency and Renewable Energy division

The EIB is looking for a specialist in energy efficiency and renewable energy with focus on the urban environment for its Projects Directorate (PJ). This specialist will work in close cooperation with the Bank's JESSICA Task Force (further details on the JESSICA initiative are available at http://www.eib.org/jessica ) to support the development of urban sustainable energy initiatives in cities and regions. S/he will assess the viability of energy efficiency and/or renewable energy projects or programmes in cities or regions in all countries of Bank operations. In this context, S/he will also prepare studies related to energy efficiency and renewable energy sectors and support the implementation of projects or programmes in these areas, as well as contribute to JESSICA objectives related to energy matters. The profile of the candidate should ideally demonstrate awareness, skills and a keen professional interest in designing and assessing city investment strategies related to  energy efficiency and renewables in the urban environment.

The energy expertise in the Projects directorate is organised as two teams, one specialised in energy efficiency and renewable energy, the other on conventional energy production and distribution networks. The successful candidate will be integrated into the energy efficiency and renewable energy division and closely associated to the work of the JESSICA Task Force. S/he will have frequent contacts with municipal and regional authorities, ERDF Managing authorities, and other agencies in Member States where the JESSICA initiative is being planned and/or implemented. Familiarity, in the sense of working experience, in the field of EU Structural Funds and energy financing mechanisms would be an  advantage.

Responsibilities

  • Within multidisciplinary teams, and in close working relationship with the JESSICA Task Force, prepare and supervise technical, economic and financial assessments of renewable energy and energy efficiency investments, including assessment of compliance with environmental and procurement policies.
  • Track and critically assess the evolution of energy  sectors, technologies  and policies relevant for energy investments in the urban environment,  and produce policy and sector papers and briefs.
  • Support clients, including tailored technical assistance to cities and Managing Authorities responsible to implement the JESSICA financial engineering instruments, in the development of energy efficiency or renewable energy programmes and projects.
  • Liaise with national, EU institutions and international organisations on urban energy policy/sector questions. Participate in and actively contribute to conferences and other relevant events.

Qualifications

  • A Masters degree in engineering or economics. A multidisciplinary background and/or postgraduate degree would be an advantage.
  • A minimum of 5 years of relevant professional experience in energy efficiency and renewable energy sectors and/or related areas. International experience would be an advantage.
  • Good knowledge of energy matters, particularly related to renewable energy and energy efficiency, including developing programmes in these sectors, working with ESCOs and tendering of energy efficiency projects. They should have in-depth knowledge of energy issues and policies, and of applied quantitative techniques, as well as good knowledge of the key technological aspects of the relevant sectors.
  • Good knowledge of financial analysis, including project finance and investment fund operations, and proven ability to work with banking and financial sector specialists would be an advantage.
  • Excellent knowledge of English or French and a good command of the other. Working knowledge of other EU languages would be an advantage.
