Under the guidance of the Head, Indo-Burma Group (IBG), the CTA will manage human and non-human resources to ensure the smooth delivery of the GEF TRI in Katha District, Sagaing Region, Myanmar.

The Restoration Initiative (TRI) Myanmar project is a sub-project (or “child project”) of the global program “TRI – Fostering innovation and integration in support of the Bonn Challenge”. Its goal is to reverse forest degradation and deforestation and restore forested landscapes through local multi-stakeholder management. It also aims to influence national and sub-national policy and regulatory frameworks in Myanmar to incorporate principles of forest landscape restoration. The project will improve the sustainability of forest landscapes, enhance livelihoods, help conserve biodiversity, and reduce greenhouse gas emissions by restoring ecosystem functionality (habitat and ecological processes) and generating flows of ecosystem services for local and national needs. It will do this by addressing root causes (drivers), threats (and the pressures that cause the threats), and barriers, restoring and rehabilitating degraded forests and deforested areas, building capacity to manage forest landscapes (including agricultural lands) sustainably and share the benefits equitably, promoting appropriate, comprehensive, and integrated policy, law, and regulations, ensuring rule of law, and encouraging trust and respect between stakeholders.

The project will be implemented by a coalition of partners. As the GEF Executing Agency, FD will play the lead execution role. The project will also be supported by TNC, which will lead the national policy component of the project, and a local NGO/CSO hired through a competitive recruitment that will support field implementation. In addition to the CTA and Administration and Finance Officer, IUCN will provide technical inputs as needed. IUCN will also assist project implementation through its office within the FD in Nay Pyi Taw where IUCN Head of Office, Program Officer, and Office Assistance are based.

A Project Steering Committee (PSC) will be established and chaired by the FD with the participation of IUCN and at least one member from the Technical Advisory Group (TAG), and representatives from other departments, NGOs, and the private sector. The PSC will meet at least once a year (and preferably twice a year). Its responsibilities include: maintaining oversight of project progress and achievement of planned results; review and approve technical and financial progress reports and approve the annual work plan (AWP) and budget; overseeing the organization, coordination, and implementation of the project; and advising the Project Management Unit on other on-going and planned activities, and facilitate collaboration between the project and other programmes, projects, and initiatives in Myanmar.

The project will be delivered through a Project Management Unit (PMU). The PMU will be overseen by a National Project Director (NPD) assigned (on a part-time basis) by the FD and led and managed on a day-to-day basis by the CTA in close collaboration with the NPD. The PMU will be responsible for day-to-day project operations and will be located in Katha, Sagaing Region. Smaller field offices will be established in locations to be determined during the first year of project implementation.

The PMU will operate under the guidance of the PSC to ensure the effective and efficient coordination and delivery of the project. Its responsibilities include: managing field operations in close collaboration with the FD; managing project information and documentation and distribution of project reports, newsletters, and training materials to relevant stakeholders; managing project M&E and assisting the CTA to prepare biannual project progress reports; acting as secretariat to the PSC; handling day-to-day project issues and requirements, coordinating project interventions with other on-going activities and ensuring a high degree of inter-institutional collaboration, and ensuring the timely delivery of inputs and outputs; and preparing and submitting to the PSC and IUCN project progress reports on outputs and outcomes achieved, financial statements, AWPs, and detailed budgets.
