Description

Under the guidance of the Head, Indo-Burma Group (IBG), the CTA will manage human and non-human resources to ensure the smooth delivery of the GEF Sustainable Management of Peatland Ecosystems in Mekong Countries Project, which will operate in Cambodia, Lao PDR and Myanmar. The objective of the project is to sustainably manage peatland ecosystems in targeted countries and to conserve biodiversity and reduce greenhouse gas (GHG) emissions, by (1) assessing and documenting peatland ecosystems in the three countries; (2) strengthening the capacity and the enabling policy and legal framework for sustainable peatland management at local, national and sub-regional levels; and (3) demonstrating sustainable peatland management practices that conserve biodiversity, reduce GHG emissions and strengthen sustainable livelihoods for local communities.

IUCN is the GEF Implementing Agency. The Executing Agencies are the Ministry of Environment (MOE) in Cambodia, the Ministry of Natural Resources and Environment (MONRE) in Lao PDR, and the Ministry of Natural Resources and Environmental Conservation (MONREC) in Myanmar.

The project will be delivered through a Regional Coordination Unit (RCU) and a national Project Management Unit (PMU) in each of the three countries. The RCU will be managed on a day-to-day basis by the Chief Technical Advisor and the three National Project Directors (NPDs) assigned (on a part-time basis) by the three executing agencies.

The RCU will be responsible for the overall day-to-day project operations. The RCU will operate under the guidance of the Regional Steering Committee, to ensure the effective and efficient coordination and delivery of the project. The RCU is not a physical unit since the three NPDs are located in three different countries. Rather, it is an organizational unit that communicates regularly via video calling, email and other means.

In addition to the NPDs of the three countries, the RCU is composed of the following project staff: (1) CTA; (2) Knowledge Management Specialist (50%); and (3) Regional Finance and Administrative Officer.

These RCU staff members will be situated in Nay Pyi Taw, Myanmar at the same location as the national PMU for Myanmar. The Regional Finance/Admin Officer will be supported by part-time national Finance and Administrative staff of IUCN in Cambodia and Lao PDR.

The CTA will have at least 10-15 years of relevant experience in managing large regional ecosystem-related projects, and will have strong knowledge, qualifications and experience in peatland, wetland and/or mangrove ecology, as well as climate change adaptation and mitigation.
