Background

The ‘Partnerships for Marine Protected Areas in Mauritius and Rodrigues’ Project aims at fostering sustainable use and equitable sharing of derivable benefits from Marine Protected Areas throughout Mauritius through the broad-based participation of all stakeholders. The specific objectives of the project are:

  • Develop an enabling policy and institutional framework to sustainably co-manage MPAs throughout the Republic of Mauritius
  • Develop and adapt innovative co-management arrangements for Marine Protected Areas (MPAs) at a representative demonstrative site in Rodrigues.

A Project Management Unit for the South East Marine Protected Area (SEMPA) – Rodrigues comprising a Project Manager and a Project Assistant has been set up to manage the overall activities of the project in Rodrigues under Objective 2 of the project. The PMU will work in close collaboration with a Desk Officer from the Ministry of Agro-Industry and Fisheries for the activities under Objective 1.

An International Technical Adviser will be recruited by the project to provide support and technical advice to the PMU and other relevant stakeholders for the timely implementation of the project activities.

The Technical Adviser will be recruited international by the joint selection committee comprising of a representative of the Executing Agency for Objective 1 of the project (the Ministry of Agro-Industries and Fisheries), a representative of the Executing Agency for Objective 2 of this project (the Executive Council of the Rodrigues Regional Assembly), a representative of the Government Coordinating Agency and the UNDP. S/he will be the core resource person having the right for the smooth running and success of the project. The primary role of the TA will be to share his/her experience in similar projects.

 

Duties and Responsibilities

The Technical Adviser will provide support to the project through a number of missions in Mauritius and Rodrigues at critical implementation stages of the project. During these missions s/he will equally be available from home to undertake such tasks as providing advice by emails or telephone, reviewing progress reports and other documents electronically, assisting with the drafting of job descriptions, assisting with any project revisions as well as any other support required for the proper implementation of the project.

Competencies

  • The candidate should have excellent inter-personal skills, and be able to listen and negotiate with politicians and senior decision makers.
  • She/he will be able to communicate effectively with scientists and technical experts, industrialists, the teaching profession, NGOs, community leaders, special interest groups, the private sector, the general public and international research communities.
  • Field and working experience in similar projects would be an advantage; 
  • the candidate should preferably be located in the Indian Ocean.

 

Required Skills and Experience

  • Have at least a post graduate degree in environmental or marine science;
  • Have at least 5 years of proven professional experience;
  • Have experience in establishing and management of Marine Protected Areas in the field
  • Be fluent in written and spoken English. Fluency in French and Creole would be an asset
  • Be fully IT Literate
