Short Project Description

The Namibian National Parks Programme (NamParks) is a programme of the Ministry of Environment and Tourism (MET) of the Republic of Namibia. The programme was established in 2006 and is supported by the Federal Republic of Germany through KfW Development Bank (German Financial Cooperation - FC). The new phase – “NamParks IV” - will mainly focus on the Tsau / Khaeb (Sperrgebiet) National Park (SNP) and its support zone and to a limited extend also on the north-eastern parks. The objective of the Measure has been formulated as “The Sperrgebiet NP and the North-eastern Parks and their support zones are managed effectively and efficiently by the Park Administration, in collaboration with the neighbours and other stakeholders, to protect the unique flora and fauna, secure national and transboundary migratory routes for wildlife, and come to be competitive tourism destinations in a way that neighbouring communities benefit economically.” The results leading to the objective are: (1) The selected Parks benefit from adequate infrastructure and equipment with regard to effective management and supervision; (2) Adequate plans and tools to steer the management transfer of Sperrgebiet NP from Namdeb to MET for sustainable park management and for transboundary integration are put in place and implemented, as well as updated for the North-eastern Parks; (3) Sustainable nature tourism products are developed in order to improve the economic situation of the population inside and around the parks as well as of the parks themselves; (4) Based on a coherent business plan the infrastructure for a research and training centre (Bwabwata Ecological Institute) is put in place and training measures for Namibian park staff and trainees of neighbouring countries are executed in a professional and regular basis; (5) Successful programme implementation and transboundary cooperation is supported by a Project Management Unit (PMU).

Job-description:

The Chief Technical Advisor (CTA) will be responsible for the overall coordination of the project implementation and the supervision and guidance of the Consultant’s team. The tasks of the CTA are comprehensive and include:

  • Overall advice to the MET for the implementation of the Project and the coordination with other stakeholders;
  • General management and oversight of the implementation of Project measures in accordance with the approved results matrix/logframe, time schedule, operational plans, and work plans;
  • Prepare together with the other members of the PMU annual work plans/operational plans and reports, for submission for approval to MET, KfW and the Project Management Group (PMG);
  • Work in close coordination with the other members of the PMU with national and local stakeholders to develop appropriate approaches on implementing the Project;
  • Communicate under the guidance of PMG with national and international stakeholders or cooperation partners for strengthening the project approach;
  • Advise and assists the MET, in particular the DRSPM, on key issues related to nature conservation management and integrated park management, such as policy formulation and implementation, development of respective procedures, guidelines, strategies;
  • Supervise and coordinate the procurement of works, goods and consulting services according to agreed procedures; this shall also include the technical and contractual supervision of project sub-contractors and of construction work in coordination with the architect/engineers of the consultants team;
  • Supervise and coordinate the financial management of the project, in particular with regard to the management of the disposition fund, including (cross-checking) assessment of disbursement claims;
  • Monitoring of project implementation, including the financial monitoring of approved budgets, the progress monitoring of the implementation of the Project activities as well as the monitoring of the performance and impact of the project based on the agreed indicators;
  • Elaboration of regular reports on the implementation of the Project according to the agreed reporting structure and schedule; coordinate and supervise the elaboration and submission of inputs for the reports from the different team members;
  • Act as local primary point of contact for MET and KfW;
  • Support the evaluation/review of the project (including during inspection missions) as appropriate.

Detailed requirements

Postgraduate university degree in nature conservation management, natural resource management or another field of relevance to this project (community development, integrated rural development, etc.) with proven practical work experience in this field.

Country / regional experience

Work experience preferably in Namibia or African countries with similar socio-economic conditions (Regional experience includes SADC countries Namibia, Mozambique, South Africa, Angola, Malawi, Zambia, Botswana, Zimbabwe) 

Languages

  • Excellent oral and written communication skills and proficiency in the English
  • Knowledge of German

Expertise / Profile

  • At least 10 years of practical professional experience in the sector;
  • Good understanding and proven track record in areas such as park management, integrated rural development, community development, participation, and policy advise;
  • Previous work in park management in Africa would be a strong asset;
  • Work experience as team leader preferably in long-term assignments;
  • Strong background in management and financial administration of development projects, including M&E of project implementation;
  • Professional experience with donor-funded projects, including German Financial Cooperation (management procedures, reporting, etc.).
