Background

The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.

Duties and Responsibilities

Scope of Work

The Chief Technical Advisor shall be advising the National Project Manager (NPM) in particular and the BSEEP team in general and shall be responsible for the following:
  • Provide up to date monitoring of the international and regional activities on energy efficiency policy outcomes, development and demonstration in buildings, financial mechanisms, ESCO developments and report to the project stakeholders of relevant developments locally, internationally and regionally;
  • Advice on the framework and provide guidelines to direct and post project impacts tracking tools in term of CO2 emissions as per the GEF guidelines, and reporting of energy savings in kWh and in Ringgit Malaysia;
  • Advice on project reporting with regards to energy savings, energy efficiency financing and co-financing;
  • Provision of technical advice to Component Managers in implementing planned sub-activities and monitoring the project implementation and performance, in particular the technical quality of the outputs;
  • Provide technical and strategic inputs to the National Steering Committee (NSC) and Project Review Committee (PRC) on the project’s progress. If needs be, propose changes in project implementation that may be suitable to improve the overall quality of the project outputs;
  • Review and provide comment technical reports produced by the component activities;
  • Advice on the necessary changes to the approved action plan for energy efficiency financing capacity improvements for Component 3;
  • Advance the roll-out of the ESCO business model under the EPC modality and supporting the project beneficiaries, especially in the public sector through capacity building activities and hand-on trainings for Component 3;
Other expected work scope
  • Provide advice and feedback on planned activities and implementation progresses to ensure the appropriateness, quality and coherency of the of deliverables and project outputs toward the project objectives. If needs be, take initiatives to propose amendments and/or adjustments to the project framework and activities;
  • Facilitate the work of the NSC and PRC by attending to committees meetings where possible with the aim of sharing information on technical progress and results of project development;
  • Assist in preparing project progress reports through timely guidance and comments;
  • Provide inputs to the preparation of the Annual Progress Report (in line with the Annual Work Plan) and;
  • Provide inputs to the preparation of the Project Implementation Reports, Annual Work Plan, Project Implementation Review and Quarterly Progress Reports for submission to the Executing Agency and UNDP;
  • Assist in the drafting and preparation of relevant Terms of Reference for international and local consultants through guidelines and comments;
  • Actively involved in the preparation of relevant knowledge sharing materials (including Technical Publications and Case Studies) by providing guidelines and comments;
  • Provision of guidance to the National Project Manager (NPM) in coordinating the management and implementation of planned activities as set out in the revised project document Planning Matrix (November 2013);
Methodology:

The CTA will work closely with the BSEEP project team based on the Environment and Energy division of the Public Works Department. The methodology includes data collection, desk research, meetings and workshops with relevant stakeholders, and discussions with Economic Planning Unit, Ministry of Finance, Public Works Department, Ministry of Green Technology, Energy and Water, Ministry of Housing and Local Government, Energy Commission, relevant agencies, State Governments and UNDP Malaysia.

Expected Outputs:


The CTA is expected to provide updates and quarterly reports on international and regional activities on energy efficiency policy outcomes, development and demonstration in buildings, financial mechanisms and ESCO developments:
  • Submission of quarterly reports focussing on recommendations with the aim of improving the whole project implementation efficiency;
  • A report with the proposed framework for tracking and monitoring the goals, objectives and targets of the project;
  • A report on the necessary changes to the approved action plan for energy efficiency financing capacity improvements;
  • An action plan and framework to advance the roll-out of the ESCO business model under the EPC modality and supporting the project beneficiaries, especially in the public sector;
Duration:

The consultancy will take place from 1 April 2014 to 31 December 2016 where a total of  9 man-month to be based in the JKR’s office in Kuala Lumpupr, spread over an estimated period of  two and a half year, ending December 2016. It is expected that each mission is to be organized with atleast 2 or 3 months long.

Deliverables and Timelines:

The Chief Technical Advisor will be responsible for the delivery, content, technical quality and accuracy of the reports and training materials. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works Department

Terms of Payment:


The fee is payable upon satisfactory completion and acceptance of the deliverables by Project Management Unit and UNDP Malaysia. Breakdown of deliverables and percentage is in annex 1.

Required Skills and Experience

Education Requirement:
  • Master’s degree or equivalent in Engineering or related field;
  • Bachelor’s degree with more than 10 years of experience can be considered in lieu of the Masters degree.
Professional Experience:
  • Minimum 8 years of working experience on EE best practices, EE regulations, knowledge on state of the art on energy efficiency technology in the building sector in particular in South East Asia. International experience will be an advantage;
  • A demonstrated understanding in EE project financing, financial mechanisms, financial institutions requirements and conditions;
  • A demonstrated understanding of the EE policy and regulation framework. Experience in Malaysia will be an advantage;
  • Extensive and practical experience in project management and EE project design within the UNDP framework with adequate exposure to technical project management and leadership as Senior Technical Advisor or CTA will be an advantage;
  • Experience with the ESCO business models and Energy Performance Contracting;
  • Experience with a facilities management company models will be an advantage.
Language Requirement:
  • Proficient in English.
