POSITION SUMMARY

Endangered Ecosystems of Northern Tanzania (EENT) is a Cooperative Agreement funded by USAID/Tanzania and is designed to protect critical habitats and wildlife, as well as improve livelihoods in a well-defined ecosystem in northern Tanzania. The Chief of Party (COP) and will be responsible for EENT institutional coordination and grant management with USAID and other USAID/Tanzania sponsored projects. The COP will work closely with Eight project partners and ensure compliance with USAID policies and procedures. This position is a 3.5-year, term-limited position for the remaining duration of the 5-year USAID funding window, and will report to the TNC Landscape Director. The position is based at The Nature Conservancy (TNC) Northern Tanzanian Rangelands Initiative office in Arusha, Tanzania.

ESSENTIAL FUNCTIONS

The COP provides management and program oversight to field operations for the USAID-funded Endangered Ecosystems of Northern Tanzania project. In consultation with the Northern Tanzania Rangelands Initiative (NTRI) and on behalf of the Endangered Ecosystems project, s/he serves as the principle contact to USAID, government agencies, other conservation organizations, foundations and the academic community. S/he will ensure the EENT also works and coordinates activities with other USAID funded projects that are designed to be complementary to EENT, such as the PROTECT project. S/he establishes the project as a major conservation partner within the area of responsibility; defines conservation priorities in the area of responsibility; leads and manages a team that supports and improves conservation efforts; and builds strategic, scientific, and technical capacity in the field. The COP manages the financial and technical aspects of the USAID funding to ensure that there are lasting outcomes and results. A focus will be collaboration with key partners and the communication of best practices, innovative scientific methods, analyses, tools, and frameworks that help address the natural system needs, and engages local community support for local conservation efforts.

RESPONSIBILITIES AND SCOPE

  • Overall technical leadership and supervisory management of USAID/Tanzania-funded Endangered Ecosystems of Northern Tanzania program.

  • Serve as the primary project liaison with USAID and communicate regularly with USAID and USAID funded activities, as well as attend all USAID partner meetings;

  • Coordinate and communicate with TNC staff in Tanzania and worldwide.

  • Ensure coordination among numerous stakeholders, partners, and participants for the project.

  • Provide project compliance, financial oversight and quality assurance for all activities including budgeting, financial reporting, monitoring, evaluation and learning.

  • Supervise project staff and sub-contractors.

  • Oversee the project’s monitoring and evaluation system and support Data Quality Assessments.

  • Prepare and submit annual work plans and quarterly and annual progress reports, and ensure progress towards program objectives, including through field visits.

  • Prepare reports, presentations, lessons learned, and documentation as needed.

  • Oversee award modifications with USAID.

  • Oversee amendments of sub-grants to implementing partners.

  • Supervise tracking of earmarked funding, i.e. Biodiversity, Global Climate Change and Family Planning.

  • Organize, coordinate and chair partner meetings and provide follow-up.

  • Support the follow-up and monitoring of key deliverables as per Work Plan and sub-grantee/contractor agreements.

MINIMUM QUALIFICATIONS

  • BA/BS degree and 10 years’ experience in conservation practice or equivalent combination of education and experience.

  • At least 5 years’ experience managing USAID-funded projects in Africa in fields related to the subject matter of this program, such as protected area management, community conservation, natural resource management, biodiversity conservation, etc.

  • Fundraising experience, including identifying donor prospects and donor cultivation.

  • Experience directing a major program or project of strategic importance, including management/supervision of multi-disciplinary teams and meeting deadlines.

  • Demonstrated supervisory experience, including motivating, leading, setting objectives and managing performance.

  • Experience influencing, developing and implementing conservation policy and plans at the country level.

  • Experience with financial management of a large program.

  • Successful experience in partnership development (partners, community, government, etc); political savvy and negotiation skills; proven ability to lead multi-disciplinary teams and demonstration to work effectively with and through others in a decentralized and geographically dispersed organization.

  • Proven leadership in the administration of similar sized international donor support programs with skills in strategic planning, management, supervision and budgeting.

  • Experience working with diverse host country partners preferred, including experience overseeing grants and/or subcontracts.

  • Strong communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the contract.

  • Comfort with operating in a non-hierarchical and collegial manner.

  • Experience negotiating complex agreements.

  • Written and verbal communications experience including preparing and presenting project proposals and working in partnership with other organizations in a collaborative and advisory capacity.

PREFFERED QUALIFICATIONS

  • 10-15 years’ experience in conservation practice or equivalent combination of education and experience.

  • Knowledge of Tanzania’s environment sector and wildlife management policies, laws, development and management issues is highly desired.

  • Knowledge of current trends and practices in relevant discipline(s) and regions.

  • Ability to develop practical applications of scientific concepts and technical innovations for conservation purposes.

  • Knowledge of methods and standards of biodiversity information systems and initiatives.

  • Communicating clearly via written, spoken, and graphical means in English and Swahili is desirable.
