Tetra Tech ARD (http://www.ardinc.com) is accepting expressions of interest from qualified Chief of Party candidates for a USAID funded program on Climate Change Adaptation and Water Resources. The principal purpose of this program is to provide technical assistance and analyses to Agency bureaus and field missions to support implementation of effective global climate change activities and programs as they related to water resources management.

This long-term program will be based in Washington, D.C. and will require periodic international travel to post-conflict, developing, and transitioning countries.

Responsibilities:

The Chief of Party is a full time position with the authority and responsibility to administer and manage this project. In addition to administrative and managerial responsibilities, the COP will be expected to provided technical assistance in one of the projects key areas: Climate Change Adaptation Specialist, Water Resources Specialist, Climate Change Economist, or Climate Change Policy and Regulatory Specialist. COP responsibilities may include, but are not limited to the following:

* Technical leadership for and supervision of consultant staff;

* Quality control and timeliness of all deliverables;

* Preparation or supervision of work plans, financial, logistical and other documents;

* Review of all financial and logistical information on a periodic basis;

* Recommendation and evaluation of proposed staff;

* Serve as primary point of contact for the contractor to the USAID CO and COTR;

* Serve as principal liaison with USAID staff, institutions, and client country partners to exchange information and develop professional relationships;

* Establish and maintain productive and positive relationships with USAID, other US government agencies, international government officials, multilateral and bi lateral donor organizations, and local partners.

* Make verbal or written presentations to a wide variety of audiences as requested by the COTR;

 

Essential Qualifications:

* Educational requirements include at least a Master’s degree in water or natural resource management, natural resource economics, environmental science, or other global climate change related field of study;

* A minimum of five (5) years experience in technical assistance and administration of large water or natural resource governance or climate change projects;

* Prior successful Chief of Party or Deputy COP experience on USAID-funded project(s) or at least (5) years of progressively more responsible supervisory work experience including direct supervision of professional and support staff, quality evaluation of staff performance and deliverables, and contract and subcontract management;

* Substantial experience with USAID’s operations, procurement, administration and logistics, human resources, and grants and financial management regulations;

* Significant management and administrative experience in natural resource management and/or climate change programs;

* Geographic experience in Africa, Asia, or Latin America; experience in small island state and/or glacially- dependent countries preferred; experience in conflict or post-conflict countries a plus

* Exceptional verbal and written communication skills, especially in working across cultures;

* English proficiency required, with advanced proficiency in Spanish, French, or Portuguese language preferred

* Must be willing and able to travel to post-conflict, developing, and transitioning countries.

* U.S. citizenship or a valid U.S. work permit is mandatory
