DescriptionThe Institute for Sustainable Communities (ISC) is looking for chief of party candidates to lead the development and implementation of an expected nationwide clean energy and climate partnership program in China. We are especially interested in candidates who have achieved positive program impacts and demonstrate creative and adaptive program management in challenging environments. Ideal candidates will have senior-level experience in designing, implementing and directing international programs that present innovative approaches to reducing greenhouse gas emissions, and increasing energy efficiency and conservation. The ability to understand and communicate the economic benefits of renewables and energy efficiency is highly desired. Specific areas of experience include: no-cost or low-cost approaches; energy benchmarking; company-focused incentive programs; promoting broader use of energy efficient and renewable technologies; capacity building for energy audits; measuring and monitoring GHG emissions; and energy scenario modeling. Qualifications - Senior level management experience, preferably as chief of party, required;
- Strong prior experience in overseeing climate, clean energy, and/or resource efficiency programming with a focus on capacity building;
- A strategic thinker with an open and collaborative work style;
- Excellent communication and representation skills;
- Significant past experience in China preferred;
- Success managing public-private partnership;
- Management of USAID funded programs and strong financial management;
- Ability to develop and sustain close relationships with program partner organizations, USAID missions, host government officials, and a wide range of national and international organizations;
- Demonstrated ability to rapidly establish in-country office and operational presence, as well as hire exceptional national staff;
- Experience in developing annual work plans and preparing regular program reports and documentation is critical, as is the ability to establish and sustain program monitoring teams and impact evaluation;
- Must be fluent in English; working knowledge of Mandarin highly desirable.
