CARE is accepting applications for qualified Chief of Party (CoP) candidates to provide technical and managerial leadership for an upcoming, $3-8m, USAID-funded project in the Mekong Region (Vietnam, Cambodia, Laos, Thailand). The Mekong Adaptation Program seeks to address the impacts of climate change on water flows, food security, and livelihoods and to foster increased climate resilience of communities through sustainable agriculture production and improved food security systems, fisheries and ecosystem management.

 

RESPONSIBILITIES AND TASKS:

 

• The CoP will serve as the principal point of contact with USAID, implementing partners, community organizations, government and other stakeholders involved with the program, to ensure the coordination of project operations.


• The CoP will provide general technical direction to the design and implementation of the entire program, ensuring an integrated vision among different components and actors, and a focus on results achievement.


• The CoP shall identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments.


• The CoP will oversee the development and ongoing review of annual work-plans and budgets, ensuring that project benchmarks are met within the approved budget.


• The CoP provides overall leadership, personnel, administrative and financial management, and ensures program quality compliance, following USAID guidelines and criteria.


QUALIFICATIONS:

• Masters degree or higher in natural resource management/forestry/climate science/agricultural economics/ institutional development or related field of study


• Minimum of 10 years demonstrated experience managing and implementing climate adaptation management projects or rural development/sustainable agriculture programs with demonstrated strong management and coordinating skills.


• Minimum of 5 years of experience in managing USG budgets.


• Demonstrated programming, advocacy and capacity building experience at the government and community levels.


• Significant coordination skills, broad general and technical knowledge, experience in developing countries and skills to ensure coherence and consistency in spite of urgent deadlines


• At least 4 years of managerial and technical experience in areas related to climate adaptation, sustainable agriculture, etc.


• Substantial demonstrated work experience in Asia (Vietnam, Laos, Cambodia or Thailand) preferred.


• Demonstrated professional experience working in partnership with USAID-supported cooperating agencies USAID missions, and international counterpart organizations is a plus.


• Excellent communication and reporting skills, verbal and written, in English.


• Vietnamese or Thai language skills are a plus.
