Description

CARE is accepting applications for qualified Chief of Party (CoP) candidates to provide technical and managerial leadership for an upcoming, $50m, USAID-funded project in Nepal. The project will focus on Natural Resource Management (NRM) to reduce the threat to biodiversity and adaptation to climate change in Nepal through a set interventions targeted at priority landscapes. USAID is promoting good forest management mechanisms at the government and community levels by concentrating on issues of equity, participation, accountability, and technical management, focusing on capacity building and economic incentive programs with targeted key community groups.

RESPONSIBILITIES AND TASKS:

• The CoP will coordinate and provide technical guidance to the design and implementation of project activities.


• The CoP will serve as the principal point of contact with USAID, implementing partners, community organizations, government and other stakeholders to ensure the coordination of project operations and will promote an enabling environment.


• The CoP will oversee the development and ongoing review of annual work-plans and budgets, ensuring that project benchmarks are met within the approved budget.


• The CoP wil play the key leadership role and as such, oversees personnel and provides financial management, administrative oversight and program quality assurance, following USAID guidelines and criteria.


QUALIFICATIONS:


• Masters degree or higher in natural resource management/forestry/climate science/environmental studies/social sciences or related field.


• Minimum of 15 years demonstrated experience managing and implementing natural resource management projects with demonstrated management and coordinating skills.


• Minimum of 5 years of experience in managing USG budgets over $20 million.


• Demonstrated programming, advocacy and capacity building experience at the government and community levels.


• Supervisory experience including assembling teams and directly supervising staff to implement NRM projects.


• At least 4 years of managerial and technical experience in areas related to forest carbon, REDD, community forestry, climate change mitigation, climate adaptation, sustainable agriculture, etc.


• Substantial demonstrated work experience in Asia – preferably Nepal is a plus.


• Demonstrated professional experience working in partnership with USAID-supported cooperating agencies USAID missions, and international counterpart organizations is a plus.


• Excellent communication and reporting skills, verbal and written, in English.


• Fluent Nepali is a plus.
