Objective: DAI seeks a Chief of Party (COP) for an anticipated USAID-funded program to strengthen land and resource tenure rights as a means of addressing global climate change. The program will work to preserve arable land and water resources, improve land governance and promote community ownership of local forest resources, develop payment for environmental services institutional frameworks, and reduce resource tenure conflicts within and across international borders. This DC-based effort will contribute to USAID’s larger strategy to address climate change, and will be used to help design effective REDD+ programs, define new land tenure and property rights assessment and evaluation tools, guide national and local-level efforts to adapt to and mitigate climate change, and conduct applied research on the linkages between climate change and tenure.
Core Responsibilities: The COP will be responsible for overall project management, including • Integrate project activities to achieve targets; • Provide overall strategic guidance in engaging public sector institutions and implementing project activities; • Direct staff development, team building, and strategic planning; • Monitoring, evaluating and documenting progress toward meeting a project’s objectives; working out solutions to keep activities on track; and providing overall guidance and direction focusing the activity team on achieving agreed targets and long-term strategic objectives.
• Serve as principal point of contact on contractual and substantive matters with USAID and all partners; • Ensure that all contract deliverables are completed on schedule and ensure quality; • Have final authority on project financial and administrative decisions.
Requirements:
• Land tenure and property rights experience on donor-funded programs. • An advanced degree in a relevant field, including agricultural economics, environmental management, public policy, and/or law. • Demonstrated track record of progressively responsible managerial experience managing a complex portfolio with multiple activities. • Previous strong management experience as well reputation for developing excellent collaborative working relationships with counterparts, other contractors and international organizations and donors. Previous experience as a Chief of Party on a USAID project would be an asset. • Fluency in oral and written English is required.
