Job Description:
ICF International is seeking Chiefs of Party (CoP) for climate change programs in Asia. Position requires at least 15 years or more of progressively responsible work in managing and implementing programs aimed at setting up greenhouse gas (GHG) management frameworks and reaching GHG reduction obligations under international accords. The CoP will lead the implementation of USAID-funded programs aimed at building capacity for measurement, reporting, and verification (MRV) of GHG emissions, improving market readiness for increased finance and investment in emissions reduction activities, and facilitating development and implementation of Low Emissions Development Strategies (LEDS). Primary responsibilities include providing overall leadership management and general technical direction of the entire program, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the contract. This individual will be expected to identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments. The CoP will lead a team of technical experts and sub-contractors in designing, implementing and reporting on this program.
 
The CoP will be key member of ICF’s team growing business in supporting clean energy and energy efficiency in Asia and other emerging economies. Hiring for these positions is contingent upon funding from USAID.  Applicants must be able to demonstrate prior experience working in Asia (including Bangladesh, Cambodia, China, India, Indonesia, Laos, Malaysia, Nepal, Papua New Guinea, Philippines, Thailand, and Vietnam). We will be able to offer relocation assistance to Thailand if required.
 
Key Responsibilities:
  • Setting and meeting goals of program
  • Acting as main liaison with USAID, U.S. Embassy, participating government officials and interaction with other local and international stakeholders  
  • Hiring, supervising, directing all project staff
  • Performing quality evaluation of staff performance and deliverables
  • Performing contract management requirements, including reporting and administrative responsibilities
  • Managing multiple subcontractors in an international setting
  • Monitoring all task order work plans to ensure quality control and timely delivery of all deliverables.
  • Perform any other necessary technical and management functions that may be required by USAID to successfully implement and manage the contract
Basic Qualifications: 
  • 15+ years experience managing and implementing global climate change programs
  • Experience working in Asia (Thailand, Bangladesh, Cambodia, China, India, Indonesia, Laos, Malaysia, Nepal, Papua New Guinea, Philippines and/or Vietnam)
  • Relevant advanced degree (environmental or climate change-related studies in public policy, economics, law, science, international cooperation/international development or related field) at master’s level or above
  • Experience managing international development assistance projects of similar scope and scale
Preferred Skills/Experience:
  • Chief of Party experience on USAID projects highly desired.
  • Experience with MRV, market readiness, LEDS and policy and market issues associated with establishing public and private sector-based GHG reduction systems strongly preferred.
  • Experience in the industry, both in USA and in abroad.
  • Demonstrated ability to manage multi-disciplinary teams of professionals in multi-national/regional environments.
  • Familiarity with USAID contracting and program management modalities.
  • Practical experience working with a range of program partners, including government agencies (USG and host), regulatory bodies, the private sector, NGOs, civil society, consumers, etc.
