DUTIES AND RESPONSIBILITIES Under the direct supervision of the Director, AFH, the Chief, Organizational Design and Post Management Branch, AFHE is responsible for providing a range of advisory, policy and operational services in the area of organizational design and job classification. Specifically to: - Coordinate the development and implementation of major initiatives in the area of organizational design including major structural reviews, for both Headquarters and decentralized offices to build a management culture that promotes initiative and team work;
- Oversee the preparation of policy and position papers and reports on organizational, job design and position management;
- Provide high level advice and consultancy services to managers and staff in divisions on organizational and job design issues;
- Coordinate the conduct of staffing and organizational studies for HQ and decentralized offices;
- Contribute as part of the management team of AFH in planning and evaluating the human resources management programme of the Organization;
- Represent the Organization at inter-agency bodies dealing with organizational design and classification issues;
- Ensure that the Branch delivers high-quality outputs in a timely and efficient manner and that reports prepared by the Branch are clear, objective and based on comprehensive data, complying also with the relevant mandates;
- Provide leadership to a team of HR Professional and General Service staff in managing and implementing the work programme of the Branch;
- Foster teamwork and communication among staff in the Branch and across organizational boundaries;
- Contribute to the development or the update of human resources management information systems and co-ordinate the inputs of the Branch during development and post implementation phases in close collaboration with the AFH management team;
- Maintain and monitor the post establishment system, ensuring that it reflects posts and staff movements; provide statistics as required;
- Perform other related duties, as required.

MINIMUM REQUIREMENTS Candidates should meet the following: |
- University degree in Human Resources, Business Administration, Management or related fields
- Ten years of relevant professional human resources management experience in a large organization in at least two human resource management disciplines, such as job classification, recruitment, salary administration, employee relations, performance management, organization or staff development
- Working knowledge of English, French or Spanish and limited knowledge of one of the other two languages

SELECTION CRITERIA Candidates will be assessed against the following: |
- Relevance of experience in human resources management, including experience with job classification, preferably with the UN Common System
- Excellent knowledge and understanding of human resources management and strategies including good knowledge of human resources practices in the United Nations common system and/or in national government systems
- Ability to focus on delivery of results for clients and promote a client service ethic within the Service and ability to position the Branch as a strategic partner with client divisions
- Conceptual analytical ability and excellent communication skills with demonstrated ability to present information in a clear and logical manner both orally and in writing
- Leadership and people management skills as well as excellent inter-personal and negotiating skills; demonstrated ability to lead projects and to supervise the work of others
- Extent of understanding of and experience with computerized administrative systems and their application to human resources management

REMUNERATION |
Level P-5 carries a net salary per year (inclusive of a variable element for post adjustment) from US$ 135 778 US$ 159 993 (without dependants) and from US$ 146 155 to US$ 173 632 (with dependants) |
