 Chief Executive Officer / Regional Director - ICLEI Oceania

  • Ensure that ICLEI’s international standards of organisational conduct, professionalism and excellence are observed and enhanced
  • Assume the ‘diplomatic’ responsibilities within and for the region and its membership
  • Communicate ICLEI’s mission and promote its activities
  • Participate actively in ICLEI’s international congresses and consultation bodies, contributing ideas, insight and direction as well as identifying areas of cooperation, team work and synergy
  • Be the guardian in the region of ICLEI’s international profile and corporate appearance
  • Contribute to the cohesion of ICLEI as an international association and seek to support ICLEI’s working structures and activities in developing regions 
  • Prepare the annual workplan and budget for the Oceania office, ensure its implementation on time and on budget, and maintain the smooth running of the office including the hiring, training and motivation of staff, and the maintenance and development of financial and other systems, procedures and records 
  • Develop programs and materials to enable and implement ICLEI’s Strategic Plan, the international campaigns and programs in the region and other activities to meet local objectives
  • Provide leadership in the Asia–Pacific Region and, along with colleagues, monitor and ensure the delivery of all regional commitments and resolve and/or manage issues that arise
  • Ensure, where necessary, that materials are available to meet the essential language and cultural requirements of participants and members 
  • Ensure the financial sustainability of the Regional Office by identifying, pursuing and securing funding for the Office and its projects and, where possible, the region at large 
  • Serve as the local point of contact and work in a coordinated fashion with the World Secretariat to maintain connection with and support to the regional and sub-regional membership, enhance the services and programs available and cultivate new members 
  • Personally monitor and respond to emails, letters, telephone calls and all other communications in a professional and timely manner 
  • Continue one’s learning and growth, staying current with developments in the relevant content domains and management areas 
  • Manage the corporation lawfully according to legal requirements and Board policies
  • Prepare the annual budget for the ICLEI Oceania Corporation and ensure its prudent management
  • Provide annual statements of accounts and effect the audits hereof
  • Provide timely reports to the Board and maintain good governance of the ICLEI Oceania Corporation and any attendant or subservient corporations 
  • ICLEI Oceania is a highly respected member of the ICLEI global network
  • The Regional Director collaborates with other ICLEI offices to optimise opportunities for joint ventures and well-coordinated program delivery
  • A sustainable long-term financial plan is developed for the organisation with appropriate income-generation and cost-control strategies
  • ICLEI Oceania is at the cutting edge of program development and delivery to support sustainability and climate change programs to the local government sector
  • ICLEI Oceania attracts the majority of local governments in Australia and New Zealand as members, thus ensuring its position as a leading local government association in the region
  • The Regional Director provides high quality advocacy and leadership to the sector
  • The Regional Director fulfills all the reporting and governance requirements under the Constitution of the Corporation 
  • Tertiary qualifications, preferably at post-graduate level, in a relevant field, which may include environmental science, planning, local government management, social/sustainability planning
  • Hands-on experience in a relevant technical area and at least 10 years’ experience in management, whether NGO, local government, public sector or business 
  • Leadership skills and senior management experience
  • Strategic planning competency and experience in program development  
  • Financial management expertise and fund-raising experience
  • Negotiation, communication and presentation skills
  • Understanding of local government and not-for-profit organisations
  • Relevant qualifications and technical expertise 
  • Base salary
  • Superannuation at 9%
  • 17.5% Annual Leave Loading
  • Other entitlements as per the ICLEI Oceania Australian Services Union Collective Agreement 2009

Thus, the position requires the ability to provide leadership and an organisational figurehead, sound operational management and the fulfillment of all fiduciary responsibilities under the Constitution of the Corporation.
 
The position reports to the ICLEI Secretary General concerning membership, governance, regional development, strategy, partnerships and advocacy, and to the ICLEI Oceania Board concerning operations, financial management, campaigns, programs and services, legal affairs, budget and personnel.
 
The incumbent must also establish strong relationships with funding providers, community members and council staff, ICLEI Oceania staff, local governments, and other key stakeholders.

ICLEI – Local Governments for Sustainability is a not-for-profit, international association of more than 1100 local governments dedicated to sustainable
development. The regional secretariat, ICLEI Oceania, works across Australia and New Zealand and is developing exciting international programs. It is a boutique organisation with global reach.
 
This position requires a passion for sustainable development and the ability to provide strong leadership and business management. Also critical is an
understanding of sustainability principles, the impacts of climate change on communities, and the operations of local government and NGOs. An attractive remuneration package is offered.
