Objectives·          Articulate Bank leadership role in the NEPAD infrastructure program; develop innovative strategies to facilitate the integration agendas of the different sub-regions and support the creation of enabling environment for private sector participation, particularly in regional and continental infrastructure;·          Identify projects and programs relating to infrastructure, regional integration and trade, suitable for Bank intervention as well as interventions by cooperating partners; promote and strengthen partnerships with regional and non-regional organizations, UN Agencies, Regional Economic Communities and other stakeholders in support of the regional integration agenda of NEPAD and the African Union and foster better coordination of donor support to African priorities and programmes.Duties and Responsibilities Under the supervision of the Manager of the NEPAD Division, the incumbent will be required to: 1.       Undertake the NEPAD Energy Sector Review at the Regional Economic Communities (RECs) and continental level:·          Analyzing energy efficiency data and information;·          Monitoring RMCs energy efficiency policies and measures;·          Collecting and analyzing technology progress in key energy transformation and consumption sub-sectors;·          Preparing periodic reports on the Sector particularly focusing on regional integration perspective.2.       Review and advise on appropriate framework within which the public and private sectors can collaborate to close the Energy infrastructure gap at regional and continental levels.3.       Contribute in definition of Bank’s intervention strategy in the sector, particularly with respect to power pools at the level of the RECs and in the preparation and implementation of Bank Group’s Assistance Strategy to RECs:·          Participate in multi-disciplinary missions for preparation of Regional Assistance Strategy; ·          Review and provide analysis of different sub-sectors of Energy (Electricity, Petroleum products, New and Renewable Energy Biomass), including institutional, investment sustainability, policies and strategies that support new interventions in the sector.4.       Identify projects/programs/studies of regional dimensions for Bank Group’s intervention at both the regional and sub-regional level. The business line would include lending projects, policy advice and technical support and capacity building on a needed basis.5.       Advise clients and provide comments on feasibility studies, technology choices, cost effectiveness analyses for energy efficiency improvement at both sector level, project level and sub-project level.6.       Assist clients, in establishing assessment and monitoring framework to evaluate progress and outcomes.Selection Criteria (including desirable skills, knowledge and experience):§          At least a Masters degree or its equivalent in Energy/Renewable Energy Engineering, Energy Economics or in a related area of specialization;§          Preferably, a minimum of seven (7) years relevant professional experience working in international and supranational organizations and a background in development management.§          Deep understanding of the value chains for a range of renewable technologies and international energy issues desirable as well as understanding of regulatory environment impacting the renewable energy sector in Africa;§          Proven ability to conduct research, analyze and synthesize information and to produce reports;§          Demonstrated interpersonal skills;§          Ability to work within and/or lead a team of staff from diverse cultural and linguistic backgrounds;§          Excellent written and verbal communication skills in French and/or English, and preferably with a working knowledge of the other language, proficiency in the two working languages of the Bank will be highly desirable and will be an advantage.
