Description

The Democratic Republic of Congo (DRC) is undergoing a process of preparation for future international arrangement for reducing emissions from deforestation and degradation (REDD +). This process is led by the Ministry of the Environment, Nature Conservation and Tourism (MECNT), in partnership with the United Nations program for REDD (UN-REDD) and the World Bank (CFPF program). It started in January 2009 with the first joint mission with the MECNT, the three partner agencies of the UN-REDD Programme (UNDP, FAO, UNEP), the FCPF and stakeholders (civil society, NGOs, etc.).. In May 2009, an initial budget allocation "fast start" of the UN-REDD allowed to begin work. The program coordinator was hired, and a technical advisor. In August 2009, the process was formally launched at a workshop in Kinshasa led by the Minister in charge of the Environment.

End March 2010, a first step was taken with the approval of the plan of preparing the country for REDD (R-PP) by the Advisory Board of the UN-REDD and the Committee of Participants CFPF. Now, the DRC has a robust roadmap, an internationally recognized, and substantial funding to begin the implementation of the program.

At the heart of the process of preparation, the National Coordination REDD (REDD-CN) plays a central pivot. It was incorporated in May 2009 and formally established by Ministerial Decree in November 2009. It is under the direction of MECNT, Sustainable Development Department. The AD-REDD conducted the launch of the process: inception workshops in Kinshasa and the provinces, awareness events and information in partnership with the platform of civil society on the climate issue REDD (GTCR), writing R-PP and technical preparation of its various components: institutional, information, education, communication and consultation, technical studies on the causes of deforestation, the return on past experiences, needs and framing the approach to setting Regulatory and institutional implementation, a reference scenario, system measurement, reporting and verification (MRV) carbon, Strategic Social and Environmental Analysis (SESA), MRV co-positive socio-environmental governance ...

With the finalization and approval of the R-PD, the role of AD-REDD changing: after "shot" and directed the preparation process, she now has the "push" by refocusing its efforts on supporting various stakeholders in the implementation of PP-R. The implementation of the roadmap prepared to REDD is now the responsibility REDD National Committee, which includes all stakeholders including the Presidency and the Prime Minister's Office in the DRC as well as various key ministries, industry private and civil society under the chairmanship of MECNT. The National REDD is now the decision-making and guidance. It must meet for its first session in June 2010. The decisions of the National Committee are working basis to the Interministerial Committee REDD will also post in June 2010. This committee meets most key ministries for REDD + process, and intend to ensure sectoral planning and monitoring of implementation. It ensures the harmonization and integration of the decisions of the National REDD strategies and sectoral programs of different ministries. The AD-REDD ensure the key role of facilitation, support and coordination of these two committees.

The work of the CN-REDD are organized to cover the four components of the roadmap of national preparedness. They are placed under the responsibility of the Director of Sustainable Development of MECNT, and led by a National Coordinator and Chief Technical Advisor. Moreover, the CN-REDD will consist of two technical experts transverse IEC as an expert referent of Component 1 (Coordination and IEC +), a project manager in charge of Component 2 (strategy development) , another project manager on Component 3 (pilot), two administrative assistants and financial and clerical staff. This team will be supported by international consultants on Components 2, 3 and 4 (Advance Programs), and by young national graduates with high potential build-up phase jurisdiction.

These terms of reference are part of the work of the CN-REDD, and relate the position of project manager of the Component 2. The national project manager and technical assistant will be recruited internationally and led to assume their functions at the same time. The project manager will be responsible for achieving the objectives of the CN-REDD component 2. It will also have to rely on technical experts transverse, and will work closely and transparently with all team-CN REDD and its partners in government and national assembly of the decentralized and devolved , civil society, private sector, academia, and international technical and financial partners.

The construction of the national strategy and the development of technical devices, institutional and regulatory needs of the project manager and technical assistant to conduct technical studies targeted to fly larger studies, to monitor the current and relevant international monitoring initiatives, facilitate inclusive work groups (clusters informal) with all stakeholders on the perimeter component, and facilitate development and outreach, harmonization with various studies of AD-REDD, assistance in decision-making and planning process of national dialogue with stakeholders and developing a shared national vision, facilitating consensus and arbitration.

 

Duties and Responsibilities

Under the authority of the Director of Sustainable Development MECNT under the supervision of the National Coordinator, and operational direction of the Chief Technical Advisor, Project Manager "National Strategy" will assume primary four interrelated functions:

  • Elaboration of the roadmap and component 2 implementation
    Technical Analysis and Validation
  • Management Studies
  • Coordination
  • Specifically it will include (but not exclusively):
  • Elaboration of the roadmap and component 2 implementation
  • Component 2 will deliver the December 31, 2012, to finalize the strategy for REDD + DRC the period 2013-2030, the formalization of the operational action plan related to the period 2013-2020, and the establishment the organizational framework and institutional, technical and legal framework for the implementation.
  • Component 2 will be based on studies of intelligence activities, consultations and sharing of analysis and experience with multiple stakeholders through Informal Thematic Groups, or on the return of the pilot ... But all these instruments must be precisely controlled and directed to answer a number of assumptions which form the basis of national REDD strategy + plan and operational implementation. To do this, the project leader of component 2 will, in a spirit of transparency, participation and inclusion:
  • Provide a systematic mapping of assumptions to be validated in order to finalize the national strategy
  • Decline in the mapping issues and key questions, grouped thematically coherent
  • Organize questions to answer with the available instruments (Study, GTI, pilot projects ...) and provide a policy framework to each of these instruments
  • 1 November 2010 to formalize the action plan of component 2 over the period 2010-2012 by incorporating the previous
  • Operating and contribute operationally to the implementation of the Action Plan established
  • On the basis of a consultation process accelerated and by consolidating the evidence adduced by the other components of AD-REDD REDD + produce a strategy preliminary, exploratory, without prejudging the final-offs to make but to facilitate the visualization of the target by stakeholders (before January 31, 2011)

Technical Analysis and Validation

  • The construction of the national strategy involves comparing and coherence to multiple issues and perspectives. The project leader "National Strategy" can rely on technical notes generated by his assistant on various international technical topics relevant. Depending on needs and its own expertise, the project leader will also have to prepare itself for technical notes, to meet their needs to those of CTP or others on the areas under his responsibility. Technical notes will be prepared within the framework of specific needs and ad hoc or a continuous form of international monitoring. The notes will allow both to clarify basic concepts, but will be "operational" and facilitate decision support and practical implementation. Technical notes will focus on specific, targeted questions to improve understanding of the technical issues on factors such as large and dynamic of deforestation and degradation
    The legal and institutional framework for REDD +
    The devices and possible financial arrangements, the distribution of income from REDD +
    Multiple dimensions of REDD +: social, economic, cultural, environmental services beyond carbon, national and local governance
    The sectors and enabling conditions for REDD +: recovery and payments for environmental services, business environment, microfinance, indigenous peoples, rural development, land use, land tenure systems ...
    The establishment of an Integrated Cluster of Excellence

Between production notes and supervising the preparation by international consultant or his national program officer, the project manager will ensure the quality of the notes and the responses to the needs of the CN-REDD.

Management studies

The implementation of Component 2 involves carrying out studies to investigate the key processes. The project manager can be brought, with his international consultant and national program officer, to perform directly some studies - on topics targeted and restricted or in a logical frame. But more studies will be much more substantial use of external expertise. In this case, the project manager of the component 2 will be responsible for the preparation of piloting and evaluation of these missions, including:

The situation consensual factors of deforestation and degradation at national and provincial
Study of environmental and social impacts REDD +
Study on the framework of implementation, regulatory and institutional dimensions
Study on options for managing the financing REDD +
Study on income distribution of REDD +
Study on the management of jobs and skills
National analysis of sectoral programs
Detailed analysis of the potential REDD + DRC, framing and programming initiatives in advance of payment to a logic results (component 4)
It may rely on other experts in the CN-REDD in these activities, according to the subjects and expertise of each, but it will bear the responsibility for implementation.

Coordination

  • The project manager will coordinate all of its component and put it in perspective with the overall work of the NC-REDD REDD process at large. It must respect the principles of the national process, including transparency, inclusion, participation, building sustainable capacity in both technical management and so on.
  • The project manager of the component 2 will ensure the facilitation of informal thematic groups (eg GTI "benefit sharing", "harmonization land", "microfinance" etc.).
  • The project manager will also work on publicity and sharing of work component, and will ensure the facilitation of participatory processes, trade facilitation and dialogue to support the growing power of actors . It can hold summaries, notes extension, conduct training ...

Expected Results and Impacts

The project manager will have to produce multiple documents analysis and recommendation for the duration of its mission. Among these documents, a number of deliverables will be archived and will form the basis for evaluating its performance:

IMPACTS EXPECTED

Contribution to the overall success of the implementation plan to prepare for REDD country, and objectives of the CN-REDD. In particular, contributing to the development of the national strategy for enrichment, extension and facilitation of national dialogue and support the development and deployment framework for the implementation of its various instruments and techniques. Finally, the impact on the development of national capacities in the management of REDD in the broader context of climate change and related to the fight against poverty.

Education
