Description
The UNDP Country Office received an increasing number of national requests for assistance on understanding the implications of climate change on national development and the preparation of integrated strategies and plans to anticipate management challenges and opportunities.
 
Overall, UNDP plays an important role in helping countries to access and disburse funding for projects on the environment and climate change, as an agency executive in Global Facilities Global Environment Facility (GEF), and delivering initiatives such as MDG Carbon Funds MDGs, the Platform Adaptation Africa, CC-DARE, UN REDD Carbon Neutral and Climate Resistance Territories and the Human Development Report 2007 on climate change (activities that over $ 220 million USD).
 
In light of the growing urgency of climate change responses in each country program, UNDP invests to strengthen its services for climate change in all countries, particularly in developing countries (LDCs). To ensure a thorough and effective monitoring of the portfolio more and more important, the UNDP office is seeking a professional able to ensure the implementation of its portfolio in the field of climate change and sustainable environmental policies within Energy & Environment portfolio.
 
Specialist for Climate Change is recruited to strengthen the capacity of the UNDP office in Djibouti and support the Government in the development and implementation of policies, programs and projects related to climate change. The program officer will be part of the community of advisors and experts on environment and climate change already working at national, regional and international, in which he will represent UNDP and UN system in general. He is responsible for the management of the UNDP in the areas of climate change. He is in charge of the analysis of political, social, economic and directs the formulation, management and evaluation of program activities under its responsibility.
 
The Program Officer directs, where appropriate, staff support the program, coordinates the activities of project personnel. He works closely with the Operations team, the project staff, other agencies of the UN System, UNDP headquarters, and government activities, experts and advisers, donors and bilateral and multi lateral civil society in to ensure the implementation of the UNDP. In addition to its integration into the structure of the UNDP office in Djibouti, a program officer for climate change work in close technical collaboration with the Head of regional office in charge of climate change. The work plans and priorities should be in line with global priorities and regional organization of UNDP.

 

Duties and Responsibilities

1. Promoting a policy dialogue on climate change with the Government and development partners based on knowledge and providing guidance with the international climate change from Headquarters:
 
  • Take part in the dialogue of climate change policy at national level with key stakeholders - including ministries, donors, NGOs, private sector and civil society to prepare an institutional and financial arrangements preparing post-2012, using the board technique available to regional and global level and ensuring consistency with international policy on climate change provided by Headquarters.
  • Provide substantive contributions on the national carbon reduction for climate resistant, development strategies, planning and reviewing sectoral policies that may provide the basis for       Nationally Appropriate Actions Softening (NAMAs), based on and ensuring consistency with international climate change policies provided by Headquarters.
  • Search the support and expertise on assessing the economic impact of climate change on vulnerable sectors of the economy as required, using the technical advice available at regional and global.
  • Support the capacity building of government agencies for programming resources on climate change and provide advice on effective use and management of various funding pure climate change based on funding mechanisms for environmental (EEG).
  • Observe and participate in national and international debates on climate change policy by following the general framework of structural policy of UNDP on climate change.
  • Identify areas of comparative advantage of UNDP interventions in which value added and inform the regional office and headquarters.
  • Advise management of UNDP country office on all the challenges of climate change policy and provide advice and strategic guidance with particular emphasis on adaptation policy.
  • Serve as a resource person with regard to capacity development on climate change for the UNDP country office and the Country Team UN agencies (UNCT).
2. Encourage a comprehensive UN approach to climate change and promote the role of UNDP, including policy and programmatic initiatives, ensuring consistency and integration approaches, methodologies, and global and regional strategies:
  • Developing a programmatic approach in UNDP / UNS (UN System) for the integration of risk management related to climate change in existing policy frameworks and documents (UNDAF, CPAP) and the programs and projects in all fields intervention.
  • Analyze and review the current programs of UNDP with the decline "climate change" and that all projects in key areas of intervention of UNDP (governance, poverty, environment, prevention and crisis recovery, gender, capacity building) in level of UNDP and the UN Agencies with activities in Djibouti.
  • Developing a programmatic approach in UNDP / UNS (UN System) for the integration of risk management related to climate change in existing policy frameworks and documents (UNDAF, CPAP) and the programs and projects in all fields intervention.
  • Analyze and review the current programs of UNDP with the decline "climate change" and that all projects in key areas of intervention of UNDP (governance, poverty, environment, prevention and crisis recovery, gender, capacity building) in level of UNDP and the UN Agencies with activities in Djibouti.
  • Promote collaboration among key areas of intervention (poverty, governance, crisis prevention and recovery, gender, capacity building) within UNDP and the UN System in Djibouti.

3. Facilitate the management and development of knowledge:

 
  • Adapt written documents, presentations, technical and strategic global and regional as well as abstracts of policies and guidance for national authorities.
  • Prepare and make contributions to the summary of policies and positions of notes that discuss the links between the challenges of climate change and other challenges of development in relation to other areas of UNDP namely governance, poverty reduction, gender , recovery and prevention of crises, capacity building.
  • Under the supervision of the Country Office and in collaboration with the Regional Service Center and EEG stimulate strategic and thematic partnerships with key partners, particularly government, donors, private sectors and identify collaboration opportunities, formulate joint initiatives for maximum impact and effective while minimizing duplication of effort and transaction costs.
  • Explore potential partnership with the private sector on climate change and analyze the funding opportunities on the carbon and the environment.
  • Support efforts to mobilize resources from government on climate change by focusing on specific financing mechanisms such as the MDGs, Carbon Facility, the CDM Plans
  • Emissions-reducing deforestation and degradation (REDD), and Multi-Donors Trust Fund of the United Nations, etc ... ..
  • Promote the sharing of information and facilitate dialogue among donors in initiating / participating in consultative meetings and preparing abstracts and papers on climate change policies.
  • Provide regular briefings on the situation of international negotiations and events on climate change, using contributions from the Regional Office and the Energy and Environment Group (EEG). Contributions will help the development and strengthening of common positions in UN agencies on issues of climate change in Djibouti.
  • Ensuring optimal flow of information on initiatives, projects, international negotiations on climate change and related issues between Country Office and other partners, particularly the regional offices and headquarters.
  • Keep Day website on the environment established by the office, contributing to the preparation of articles in newspapers and support communications activities that will be works by the environment unit.
4. Supporting tasks of strategic planning and program management:
 
  • Provide support to United Nations specialized agencies conducting activities / projects throughout the local UNDP office.
  • Support the preparation of external missions planned within the activities of the unit.
  • Contribute to the preparation of terms of reference and the selection of consultants.
  • Contribute to any thinking / analysis activities related to environmental programs under the Action Plan Programme Country.
  • Participate in internal meetings of the group program and other work group of the office and perform any other duties as may be assigned in the activities of the environment.

5. Strategic formulation and implementation of the CP:

  • Ensure thorough analysis of the search for political, social and economic conditions and provide substantial contributions to the preparation of CCA, UNDAF, CPD, CPAP, AWps and other documents.
    IIdentifier areas of support and intervention for the thematic / sector under its responsibility.
  • Ensure effective management of CP in the thematic / sectoral in its accountability.
  • Apply effective management tools based on the results, responsibility, transforming UNDP priorities into local interventions. Coordinate the implementation of the program with the executing agencies. Introduction of performance indicators / success criteria and cost recovery as a management tool.
  • Finalize the contribution agreement, determination of necessary revisions / requirements.
  • Coordinate budget rephasing exercises and mandatory and closure of projects through magazines.
  • Ensure the planning and operational monitoring of program activities within its remit to include support for exercises mid-term and final program.
  • Monitor administrative, technical and financial projects under his responsibility.
  • Monitor and evaluate the financial position and substantial projects, identifying operational problems and financial solution, participation in the audit of projects under national execution (NEX).
  • Contribute to UNDP in the preparation of the CCA-UNDAF in the field of Change  Climate / Environment and ensure the inclusion of this dimension in the other groups.
  • Participates in formulating / implementing partners in this area with particular emphasis on climate change and risk management and natural disasters.
  • Contribute to the development of climate change and environment portfolio on the topics mentioned throughout the program development and mobilization of relevant resources with technical and financial partners and bilateral and multilateral partners, with particular emphasis on funds of funds track mitigation and climate change adaptation component.
  • Contribute to the translation of policies into concrete projects and monitor implementation of these programs sustainable development level, and local coordination and synergy of UNDP programs and other similar programs underway in the country in line with the Paris Declaration.
6. Manage the portfolio of the UNDP Climate Change Office in Djibouti (80% of time).

Required Skills and Experience

Education:
  • Being a Master of Science of Climate Change, Environment, Earth, Natural Resource Economics in, Political Science and Social Science.
Experiences and profi: 
  • Be at least 10 years of experience in the field required, on issues of climate risk, reducing vulnerability and capacity building.
  • Experience in partnership and mobilization of new partners and a key requirement.
  • Experience working with government, donors or agencies of the UN System is an asset.
    Have experience in analysis and formulation of policy on climate change and other similar topics.
  • Being familiar with and have contributed in dialogue and support high-level advisory involving members of senior government and other national partners.
  • Have a thorough knowledge and understanding of global and international debates on climate change and experience in debate, dialogue and multilateral environmental processes.
  • Experience of support and advice on methodologies for climate change adaptation and development of energy policy is a major asset.
  • Experience and proven knowledge of the institutional and policy frameworks of the country on Climate Change is an asset.

Languages required:

  • Perfect knowledge of national languages and English and French.
