Description

Job Title: Chapter Director - Rio Grande Chapter

Chapter: Rio Grande

Reports To: Chapter Chair

Context: The Chapter Director implements policies and programs adopted by the Chapter Executive Committee. Manages the staff budget and operations of the conservation and legislative program, fundraising, volunteer development and member services, budgeting and financial management, and media relations.
     
Scope:  Carries out the policies, priorities and objectives of the Executive Committee for the assigned areas of chapter programs and operations. Responsible for managing staff and financial resources for the assigned areas.

Job Activities:

1. PLANNING, TRACKING AND REPORTING: Assists the Executive Committee and Chapter Committees to develop the Chapter's short and long term strategic, programmatic, and financial goals and objectives. With the Executive committee, the chapter director develops an annual plan and budget, and evaluates chapter performance. Ensures that we have and use systems to monitor the effectiveness of programs, as well as the status of the budget. Responsible for reporting outcomes to the Chapter Chair and Executive committee.

2. CAMPAIGNS: Ensure that campaign plans and goals exist, that campaign activities are tracked, and that goals are achieved or the Chapter adapts accordingly. Ensure that Sierra Club national priorities are reflected in our work. Coordinates efforts with the national headquarters staff and ensure that the chapter strategies are in compliance with national requirements. 

3. FUNDRAISING: Help write and track a multi-year fundraising plan, support a fundraising committee, see that grants, appeals and other fundraising activities progress in a timely and effective manner. Lead systematic cultivation of major donors. Responsible for meeting certain fundraising goals, as agreed with the fundraising committee.

4. SUPERVISION: Reports to Chapter Chair. Performance is reviewed annually by a designated body of the Executive Committee.

5. STAFF MANAGEMENT: Manage other Chapter staff. Write and conduct staff performance appraisals using solicited input from Executive Committee members and/or others as appropriate, review with Chapter Chair and takes personnel actions as appropriate. Ensure Chapter is in compliance with Sierra Club’s employment policies and practices.

6. STAFF REPORTING: Review staff time reports and ensure that information is entered into the time-tracking system in an accurate and timely manner in accordance with Sierra Club policies.

7. COMMUNICATIONS: In conjunction with the Chapter Communications Chair and committee and Chapter communications coordinator, design effective communications programs and initiatives that reflect the chapter’s goals and priorities. Ensure that the Chapter takes full advantage of all available tools to communicate our message to members and the public. This includes, but is not limited to, use of the website, Convio to energize our members to influence decision makers, social media, press releases, op-eds, letters to editors, and the Chapter newsletter. Develop relationships with media and other public figures that lead to the Club being recognized as the leading conservation organization in the area.

8. LEGISLATIVE: In conjunction with the Chapter Legislative Chair and committee and Chapter lobbyist, design effective legislative programs and initiatives that reflect the chapter’s goals and priorities. Ensure effective implementation of these programs by Chapter lobbyist and volunteers.  Lobby and represent the Chapter to elected officials as needed.

9. POLITICAL:  In conjunction with the Chapter Political Chair and committee, design effective campaigns to select candidates for support by the Chapter and to support those approved by the Sierra Club.

10. ENERGY CAMPAIGN: Lead the chapter’s energy campaign that is focused on transitioning from coal to clean energy. This includes active leadership in coalitions, such as Coalition for Clean Affordable Energy (CCAE) and working groups, such as Arizona – New Mexico Clean Energy Team (ANCET).

11. VOLUNTEER RECRUITMENT: Work with the Chapter and Group Executive Committees to recruit and motivate volunteers and to facilitate opportunities for volunteers to increase the effectiveness of the chapter and groups. Track volunteer activity, and work to increase the number of volunteer leaders. 

12. OUTREACH AND COALITIONS: Ensure that the Chapter and its leaders take part in meetings, task forces, and events that further planned goals.  Maintain regular contact with Group chairs and executive committees. Provide support as appropriate for Group activities.  Build strong relationships with other environmental groups or groups sharing a Chapter objective, elected officials, governmental agencies, etc. Represent the Chapter when appropriate.

13. EVENINGS AND WEEKENDS: Available as needed weekends and after hours to participate in key meetings with staff, volunteers, or others. Attend quarterly weekend Chapter Executive Committee meetings.

14. COMPLIANCE: Ensure compliance with Sierra Club policies and legal requirements for use of Sierra Club resources among staff and support volunteer leaders in ensuring compliance in the broader Sierra Club program. Ensure compliance with all applicable laws (local, states, and nation) pertaining to Chapter operations.

15. Performs miscellaneous duties as assigned.

Knowledge & Skills:

-- B.A./B.S. degree in Environmental Studies, Political Science, or a closely related field or equivalent experience.

-- Demonstrated track record in fund raising.

-- At least 3 years experience in grassroots organizing, training, and motivating volunteers, coalition building and lobbying. Demonstrated ability and effectiveness working with volunteers.

-- Strong demonstrated written and oral communication skills. Demonstrated public speaking ability.

-- Excellent knowledge and background in specific issue areas of the environmental field related to assigned programs and campaigns.

-- Prior experience and knowledge of the legislative process.

-- Valid driver’s license and personal vehicle required for local and statewide travel, as needed - occasional regional/national travel required.
