Specific Minimum Qualifications and Expertise

  • Relevant academic qualifications and/or professional qualifications
  • Management experience within a policy development and implementation environment
  • IT literate, with proven expertise in the use of databases and spreadsheets
  • Excellent communication skills
  • Confident numeric and analytical skills
  • Technical knowledge of a broad range of energy efficiency measures
  • Knowledge of Government’s domestic Energy Efficiency schemes

Purpose

To manage the ongoing administration of the Carbon Emissions Reduction Target (CERT)

Key Outputs and Deliverables

  • Manage the administration of the CERT programme
  • Ensure that appropriate tools, spreadsheets and databases are in place
  • Assess complex technical issues and provide options/solutions to senior management
  • Manage and deliver specific ad hoc projects
  • Represent Ofgem at meetings and workshops
  • Deliver Ofgem’s annual report, on CERT, to the Secretary of State
  • Contribute to any future development of Government Energy Efficiency programmes
  • Deputise for the Head of Energy Efficiency

Key Stakeholder Relationships

  • Liaise with energy suppliers and industry
  • Deal with queries from stakeholders such as industry and NGOs
  • Develop good working relationship with DECC
  • Maintain links with wider Environmental Programmes team and Ofgem’s Sustainable Development Division
  • Liaise with Licensing, Legal, and Communications teams where necessary

Key Accountabilities

  • Decision making
  • Direct Management of two members of staff
  • Secondary sign-off responsibilities for invoices
