This consultancy is initiated by the UNDP Regional Center for Europe and CIS (Bratislava) which is supporting UNDP Ethiopia with the development of the CDM Repi Landfill Gas project in Ethiopia as part of the support to the MDG Carbon Facility which is operated by UNDP.

This objective of this assignment is to help UNDP prepare a documentary on the Repi landfill gas project through writing the script and assist with the preparation of associated media articles and awareness related activities.

Project description:

UNDP is operating the MDG Carbon Facility - http://www.mdgcarbonfacility.org/. The purpose of the facility is to assist project developers with developing emission reduction projects offering a comprehensive package of project development services. These services include assisting with the development of clean development mechanism (CDM) projects through development of the project design document (PDD), project validation, CDM registration and issuance and identification and contracting of a carbon buyer. One such project that UNDP is assisting is the Repi landfill gas project in the city of Addis Ababa in Ethiopia.

Working in partnership with the city of Addis Ababa, UNDP is assisting Repi landfill with earning carbon credits (certified emission reductions or CERs) from the clean development mechanism. The Repi landfill is located 13km from the centre of Addis Ababa and it covers an area of some 37 ha. It is currently the main landfill servicing the city of Addis Ababa, a city of some 3 million people. Approximately 900 tonnes of waste are currently being added to the landfill which it is estimated currently holds some 3.5 million tonnes of waste. The landfill is managed by the Solid Waste and Disposal Office (SWRDPO) of the City who are in the process of improving waste management techniques as for most of the time since 1968 when the landfill opened, it has been managed more as an open dump site rather than a properly managed landfill. Given that there is no legal requirement in Ethiopia to require flaring at landfill gas sites, in the absence of the possibility for the City to earn additional revenues from the sale of carbon credits / CERs, it is clear that methane would continue to be emitted into the atmosphere contributing to global warming.

The CDM offers the opportunity to install flares and pipes at the Repi landfill and to earn revenues from the sale of the CERs to an international buyer of carbon credits who can use these CERs to help meet liabilities under the Kyoto Protocol. This buyer could be a Government which has signed up to the Kyoto Protocol. It could also be a private sector company participating in the EU Emissions Trading Scheme.

This innovative project whereby additional revenues from carbon credits are used to cover the cost of financing the cost of methane capture and flaring has the possibility to be replicated in other cities in Ethiopia but also in other countries in Africa. For this reason, and to help raise awareness about the benefits of this project, UNDP wishes to undertake a documentary explaining the project to the general public and to help explain more clearly both the benefits and the risks of such a project.

The project is being implemented by UNDP Ethiopia with the support of the MDG Carbon Facility with the support coming from the UNDP Bratislava Regional Centre.

Duties and Responsibilities

The CDM Project Documentary consultant will carry out the following activities related to (a) the script for the Rep landfill documentary (b) brochures and articles (c) other activities to support the Repi landfill gas project and (d) travel.

Preparation of Project Workplan (1 day):

  • Preparation of detailed project workplan for the assignment.

Preparation of Project Workplan (1 day):

  • Consult with the UNDP BRC Communications Advisor and Commuications Team concerning the approach to take with regards to preparing a documentary for the Repi landfill gas projecy.

Script Preparation and Finalization (6 days):

  • Prepare a shot-by-shot outline of the script for the documentary on the Repi Landfill and revise this script following consultations with UNDP Ethiopia and UNDP BRC Communications Advisor
  • Finalize the script following feedback and consultations with UNDP Ethiopia and the UNDP BRC Communications Advisor
  • Contact all the people who are going to be interviewed as part of the documentary film and arrange for meetings during the mission of the UNDP BRC Communications Advisor
  • Assistance (as required) with the editing and production of the documentary following the filming

Brochures and Articles (3 days):

  • Prepare a detailed article (with photos) on the MDG Carbon Website and make sure the article is published on the MDG Carbon website
  • Prepare articles for the UNDP Ethiopia, UNDP Regional Bureau for Africa and UNDP Corporate Websites on the Repi landfill gas project
  • Magazine / newspaper / tv coverage of Repi Landfill gas project in Ethiopia with the main goal being to promote the project in magazines / newspaper and tv
  • Prepare a concise 12 point presentation on the Repi landfill gas project for general use
  • Organize meeting at UNDP Ethiopia and/or other relevant conferences/seminars in Addis Ababa to showcase the Repi landfill gas project. Participate in and present at these seminars.

Stakeholder meetings and filming (3 days):

  • Support the mission of the UNDP BRC Communications Advisor to film the documentary for 3 days in late November / early December 2012
  • Meetings in Ethiopia to discuss the Repi landfill gas project with key stakeholders and other interested Parties (information dissemination about the project)

Travel (2 days):

  • Two days is budgeted for travel from Europe to Ethiopia and includes travel to Bratislava. In order to save time on travel it is recommended that the consultant come first to Bratislava and then travel directly to Ethiopia

Products expected from the assignment:

The key products expected from this assignment are as follows

  • Detailed Project Workplan (at start of assignment) indicates exact dates consultant will produce the various outputs by under this assignment
  • Finalized Script for the Repi Landfill Gas Documentary & Assistance with editing the documentary
  • Magazine / Newspaper article / tv coverage on Repi landfill gas project (in Ethiopia)
  • Articles for UNDP Website on CDM Repi Landfills Gas project (incl. MDG Carbon Website)
  • Power Point Presentation on Repi Landfill Gas project

The final script (i.e – project report together with the annexes, shall be presented in electronic form in MS Word format).

Responsibility for Expenses and their Reimbursement:

The Consultant will be responsible for all personal administrative and travel expenses associated with undertaking this assignment including office accommodation, printing, stationary, telephone and electronic communications, and report copies incurred in this assignment. For this reason, the contract is prepared as a lump sum contract.

The remuneration of work performed will be conducted as follows:

  • First payment: 40% of the total contract upon acceptance of detailed project workplan to be submitted at the start of the assignment
  • Second payment: 60% of the total contract upon submission and acceptance of the finalized script for the documentary and once the documentary has been edits and produced

  • Visit to UNDP BRC in Bratislava (Nov 2012) (approx 1 day)
  • Travel to Ethiopia (by end of Nov 2012) (approx 1 day)
  • Script Preparation and Finalization (Nov / Dec 2012) (approx 6 days)
  • Brochures and Articles (Nov / Dec 2012) (approx 3 days)
  • Stakeholder Meetings and Filming (Nov / Dec 2012) (approx 3 days)
  • Travel from Ethiopia (Dec 2012) (approx 1 day)

Submission of the final report is required on or before 21 December 2012.

TOTAL working days: approximately 16

All reports shall be submitted to the UNDP Ethiopia Country Office and to the UNDP BRC

Prior to approval of the final documentary script, a draft version shall be submitted for comments to UNDP by estimated 28 November 2012. The finalized documentary script shall be submitted by the start of the filming of the documentary during the mission of the UNDP BRC Communications Advisor to Ethiopia but in any case it must be submitted no later than 21 December 2012.

Required Skills and Experience

Education:
  • Master degree in economics, engineering, environmental science, media, or communications or equivalent experience.
Experience:
  • Minimum 3 years of relevant professional experience, which includes working with climate change and CDM issues over the past 3 years
  • Experience working on climate change issues in an international/multilateral development context over the past 3 years (i.e – working with international organizations)
  • Experience with assisting with producing documentaries / videos related to development assistance projects in other countries
  • Private Sector work experience in the carbon market in the past 3 years is preferred
  • Excellent understanding of CDM (clean development mechanism)
  • Understanding of the UNFCCC and the Kyoto Protocol

Evaluation of Applicants:

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal. The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and desk scoring) and financial criteria specific to the solicitation.

Technical Criteria - 70% of total evaluation – max. 70 points:

  • Master degree in economics, engineering, environmental science, media, or communications or equivalent experience – 15 points
  • Previous experience working with emissions trading and/or CDM and JI projects – 15 points
  • Experience in film or documentary making – 15 points
  • Experience working in the private sector on climate change – 10 points
  • Experience working in government or international organizations on climate change – 10 points
  • Experience working in Africa – 5 points

Financial Criteria - 30% of total evaluation – max. 30 points

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.
