OPPORTUNITY: CDKN Invitation to Tender: RSAS-0019 Pakistan low carbon scenario analysis

The deadline for final proposals is 12:00 noon UK Time, 19 November 2014.

CDKN is looking for a supplier to undertake an assessment of low carbon development options and cost-benefits in six mitigation sectors set out in Article 4.1 of the United Nations Framework Convention on Climate Change (UNFCCC): energy, transport, industry, agriculture, forestry, and waste management. This analysis should seek to provide an evidence base for prioritizing low-carbon development strategies and investments in Pakistan and to inform future climate change mitigation policies and planning in the country.

The research involves preparing top-down projections of GHG emissions in the six sectors mentioned, in five year periods up to 2030 (or longer), in accordance with the guidelines of the Intergovernmental Panel on Climate Change (IPCC). Against this baseline, the researchers will undertake a GHG mitigation options analysis to explore opportunities for GHG emissions abatement across the six sectors and the potential to deviate growth from the business-as-usual (BAU) reference scenario to alternate low carbon pathway.

This will combine a bottom-up analysis of opportunities for low carbon development (in effect carbon emission abatement) in the focal six sectors, with macroeconomic modelling. These options are also to be assessed qualitatively in relation to development impacts, climate adaptation benefits, and the feasibility of policy action.

Furthermore, an added objective of the project is to strengthen local research capacities and interest in the subject area and to ensure the take-up of research results by local institutions.   A key component of the project is therefore to provide capacity building assistance, including ‘on the job’ training, to a select set of local institutions in carrying out low carbon assessment and sectoral base-lining research.

Scope of work includes, but is not limited to:

  • Establishing a detailed methodological approach for analytical sectoral scenario assessment
  • Assessing current mitigation activities and policy, and determining usefulness for the low-carbon scenario assessment.
  • Data collection and quality control (this will require linking with GHG inventory process of GoP and accessing the data therein)
  • Calculating sectoral emission projections
  • Establishing and running the process for local stakeholder and expert input and validation (should involve concerned public and private stakeholders).
  • Undertaking low carbon scenario assessments in each sector
  • Performing a sustainable development co-benefit analysis.
  • Selecting and training a set of local research organizations; developing and delivering a custom-built training programme for local researchers

The supplier(s) or consortium delivering this work must include researchers in Pakistan, either as the lead or as partners in conducting the research. If the project is led by a Northern or international research institution, the lead partner will be expected to provide support and training to the local partner as needed to build research capacity within Pakistan. The consortium must also include a strong local partner who is responsible for managing relationships with the Government, and who can support and facilitate policy engagement and outreach (this could be the local research partner or a separate local partner). The team should have the following attributes:

  • Scientific and economic expertise in GHG baseline development and carbon abatement options analysis and scenarios and proven experience in delivering similar projects for international development partners
  • Contacts and linkages with relevant stakeholders (government, academia and research, data holders) to ensure engagement in key research and capacity building activities, ownership of outputs, and access to data sources
  • Stakeholder convening and engagement capacity
  • Research training and mentoring experience
  • Strong knowledge management and communication skills suitable to both a national and international audience.
  • Experience working on climate change research and development issues in Pakistan and good relationships with relevant stakeholders (desired).
