Background:
The Carbon Reduction Officer position provides extra capacity to the ‘Energy and Carbon Management’ team in the County Council to meet targets that are required of them by local and central government. This project provides challenging, varied and wide ranging work and a fantastic opportunity for a motivated, enthusiastic and dynamic individual looking to begin their career in an innovative environment. Previous post holders have gone on into either Masters courses or into other climate change and carbon management related employment within their host council, or elsewhere. Objective:
 
The Carbon Reduction Officer will work to help Northamptonshire County Council to meet its carbon reduction commitments. One day per week will be spent working with our partner council , Northampton Borough Council, to develop and deliver their ‘Carbon Management Plan’ on behalf of Northamptonshire County Council. The remaining time spent will providing a supporting role to a variety of CO2 reduction projects, covering: renewable energy, energy efficiency, behavioural change (both web-based and face to face), funding projects, and many more.

Work in this project role will allow the graduate to gain valuable experience in the sectors of carbon/energy management and reduction, general sustainability, renewable energy etc (see above). This field is a high growth area and relevant work experience is a pre-requisite of most positions; however this is an entry level role. Further experience will be gained on working in and with public sector bodies. Accompanying this is the ongoing training and support offered through StudentForce to successful candidates.

Essential Selection Criteria:

1. Organisational Skills. The ability to make decisions on priorities of own workload, apply self initiative, work under pressure and meet a strict framework of targets.
2. Strong analytical skills in order to pull out key messages from large amounts of complex information
3. Excellent communication and report writing skills. The ability to communicate complex information in an accessible manner both through written and verbal forms at all levels of work is essential.
4. The ability to work within a team and to engage with a wide variety of stakeholders - making use of strong interpersonal skills.
5. The successful candidate will be familiar with various IT packages used in the preparation of reports and general office based duties.
6. Being a self-starter who rises to the challenge and is always proactive in seeking new opportunities.

Desirable Selection Criteria:
1. Knowledge of carbon reduction policy and techniques.
2. A degree relevant to the environmental or energy/renewables sector.
3. Knowledge of anthropogenic climate change.
4. An understanding of Local Government practices and procedures and political awareness.

Key Tasks:
1. Policy-Help the council keep up-to-date with relevant policy on energy management, carbon reduction and GHG monitoring.
2. Data Handling – Obtain and cross reference data from various sources in the authority to ensure accuracy of the baseline carbon footprint which will be submitted for the Carbon Reduction Commitment, as well as being used for the ongoing energy management of Council’s assets.
3. Analysis - Assisting with analysis of policy, guidance and good practice to help the council decide on the best course of action to take to deliver on its energy management and carbon reduction commitments.
4. Report writing - Writing clear and succinct reports on the findings of research, to help formulate proposals for decision makers and to maintain an accurate record of activity.
5. Presentation - Developing materials that provide key messages in an attractive and digestible form and presenting these within the council and externally to partner organisations on the findings of research, the outcomes of activity taken and recommendations for future action on carbon reduction.
6. Promotion - Assisting in the promotion of carbon reduction messages within the council and its partner organisations in order to raise awareness more widely about calls to action and/or achievements.
7. Organisation of events - Organising interviews, meetings and workshops on energy management and carbon reduction that help bring the appropriate people together in order to ask questions, prompt discussion, facilitate engagement and progress.
8. Project management - Assisting in the management of projects and organising own workload in order to complete any agreed outputs within agreed timescales.
9. Dialogue - Initiating and maintaining dialogue with key staff in the council and partner organisations in order to keep them informed and engaged.
10.Planning - Contributing to the development of climate change and carbon reduction project plans and workplans that set out what needs to be done, by whom and within realistic timescales.
