As a member of the Future Generations, Climate Change and Landscape Team within the Knowledge, Strategy and Planning Directorate, the post holder will provide technical advice to the Net Carbon Positive project and on risk evaluation and adaptation across the organisation. In performing the role the post holder will embrace the principles of sustainable development as our central organising principle and embed the principles of ecosystems services and natural resource management. 

Job Specific Responsibilities  

Delivering results 

The post holder will:

  • Provide technical advice on carbon management to evaluate the net carbon budget of the organisation and help identify priority areas for mitigation action within NRW
  • Undertake strategic climate change risk assessment, including data gathering, analysis and reporting of evidence
  • Coordinate and facilitate action to both evaluate climate change risk and address it through adaptation measures in priority work areas across NRW
  • Coordinate the procurement, management and delivery of external contracts in relation to specialist climate risk or carbon management advice
  • Develop generic guidance to raise awareness of the latest climate change science and need to embedding consideration of climate change in our work
  • Help establish a virtual climate change team with members from across NRW to help in the process of evaluating risks and future priority areas for action
  • Review best practice in relation to climate change risk assessment and carbon management so that any current advances are recognised to ensure appropriate action
  • Produce reports on NRW’s climate risk and carbon management for internal and external audiences, including case studies

Building strong stakeholder relationships 

The post holder will:

  • Help promote understanding of climate change risk and the need for mitigation and adaptation action across NRW
  • Develop and maintain effective, collaborative working relationships and new ways of working with colleagues across the organisation to achieve NRW-wide engagement in carbon management and reducing climate risk;
  • Represent NRW with credibility and professionalism, attending and contributing to external fora, as required.

Ensuring effective governance 

The post holder will:

  • Ensure that NRW policies and procedures are adhered to
  • Maintain performance against agreed goals and targets set out in the team’s work plan
  • Report exceptions and investigate complaints, near misses and incidents in line with corporate requirements
  • Maintain records and information in line with regulations and agreed standards 

Job Specific Requirements 

Educated to degree level, or with equivalent in work experience and other qualifications, the post holder will be experienced in evaluating carbon management options. You will have experience of providing technical advice on climate change risk to a range of disciplines. A working knowledge of climate change science and policy is essential. You will need to be an excellent communicator, be able to demonstrate effective interpersonal skills and be a strong team worker. 

You will possess proven ability and/or knowledge in the following areas:

  • Extensive experience of carbon management assessment and adaptation
  • Procurement, management and delivery of external contracts  
  • Writing reports and collating and analysing evidence and data
  • Working independently demonstrating personal initiative and good organisational skills
  • Being innovative and demonstrate drive to achieve efficiencies and meet targets
  • Working with and influencing others – building, maintaining and improving relationships with key internal and external partners to achieve the best practical results
  • Problem solving – understanding causes and implications, challenging assumptions, and being enthusiastic and persuasive in demonstrating how obstacles can be overcome
  • Communicating effectively and confidently both verbally and in writing. 

Welsh Language requirements

Due consideration has been given to the Welsh language requirements for the post and the existing skills within the team. Taking this into consideration the Welsh language skills required for the post are Level 1 - The ability to use basic Welsh conversational phrases (e.g. “bore da” – “good morning”) and to pronounce Welsh place names correctly.

Knowledge/Qualifications

Educated to degree level or equivalent in work experience and other qualifications plus be able to demonstrate the ability to quickly learn new skills and technical knowledge topics.

 The post holder is responsible to:

Future Generations, Climate Change and Landscape Team Leader 

This post is responsible for:

Undertaking strategic evaluation of carbon management and climate change risks to delivery of NRW’s remit and provision of technical advice on climate change across the organisation. 

Status 

This is a fixed-term, pensionable full-timeappointment of 37 hours a week until 31 March 2017. 

Salary  

£32,778 

This role will be subject to a forthcoming Job Evaluation exercise and this may result in a change to the salary.
