Description

Under the overall supervision of the Country Director, the Capacity Development Expert for Climate Change will be responsible in general for designing a climate change program approach with special focus on the development of supporting capacity building and promoting good partnership. The incumbent will provide reporting support to ensure that programs and projects under his/her responsibility are implemented with a high performance of delivery. The incumbent will also provide support to project teams where necessary in order to improve program management empirical-based monitoring and reporting against proper baselines in both a qualitative and quantitative respect. 

The Capacity Development Expert for Climate Change coordinates the activities of projects and programs under his/her responsibility. He/she works in close collaboration with the operations team, UNDP/GEF staff at RBA, UNDP HQs staff, program staff in other UN Agencies and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP program implementation.

 


Duties and Responsibilities

Functions:

Ensures strategic program implementation focusing on achievement of the following results:

  • Relevant contribution to development of a long term strategy for achieving program’s overall goals;
  • Effective support to the design and development program approach and skills to implement climate change program (adaptation, mitigation and capacity development);
  • Substantial support to project management, (work plan, budget control, monitoring and evaluation, coordination with donors, etc.);
  • Contribution to the identification and implementation of synergies within and across programs

Ensures effective technical support for capacity development activities focusing on achievement of the following results:

  • Guidance and support to incorporate capacity development activities, such as capacity assessment, formulation of capacity; development strategies, and capacity development monitoring and evaluation framework;
  • Support to ensure capacity development is sufficiently integrated into the program’s work plan and activities;
  • Attendance at sub-regional workshops for development of institutional and leadership capacities.

Ensures the creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support Teams   focusing on achievement of the following results:

  • Development of partnership and promotion of networks with donors and national/institutional specialized in climate change;
  • Support resource mobilization and development of new projects in the area of climate change adaptation, mitigation and capacity development;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Ensures provision of top quality advisory services and  facilitation of knowledge building and management focusing on achievement of the following results:

  • Support to improve communication platform of best practice of Climate Change adaptation and mitigation amongst national stakeholders;
  • Contribution to global learning by documenting and disseminating capacity development lessons learned from activities of climate change program and disseminate widely through online platforms;
  • Identification of sources of information related to policy-driven issues directly linked to program country policy goals.

Required Skills and Experience

Education:

  • Master degree in international relation, environment and energy or closely related field Experience.

Experience :

  • A minimum of 5 years relevant experience in project management particularly in climate change and capacity development;
  • Work experience in Burkina Faso is desirable;
  • Good knowledge in UNDP capacity development framework, climate change adaptation and mitigation;
  • Experience in working and collaborating with government, donors, NGOs and research institutions;
  • Strong interpersonal and communication skills; commitment to team work and to working across disciplines;
  • Proven ability to manage financial, human and material resources;
  • Excellent ability to liaise with institutions and interact with people of any level;
  • Solid knowledge and experience of climate change issues;
  • Knowledge of the key stakeholders in the field of Climate Change;
  • Experience in developing CDM projects under MDG Carbon Facility;
  • Experience in managing the projects implementation under the MDG Carbon Facility, GEF, and UNDP track fund and the other donors;
  • Experience in developing Climate Change project in the area of Adaptation; mitigation as well as capacity development   projects;
  • Excellent knowledge in national actors of CDM (DNA, national institution, private sector and project proponent).

Languages:

  • Fluent in French with excellent knowledge of English.
