Call for proposals: Policy options to attract renewable energy investment in Tanzania - 21 Mar, 2014

The Climate Parliament is seeking a consultant to produce a report for Tanzanian parliamentarians on policy options to attract investment in off-grid renewable energy.

The Climate Parliament coordinates an international, cross-party network of parliamentarians who share a commitment to tackling climate change and renewable energy. We have been working with the Tanzania Parliamentarians Friends of the Environment (TAPAFE) group to provide support for initiatives that the parliamentarians have identified as drivers for renewable energy investments and electrification in Tanzania. These initiatives include increasing rural electrification with renewables, establishing a comprehensive renewable energy law and increasing government spending on renewables. 

The report will be instrumental in guiding the MPs in their renewable energy parliamentary initiatives in the coming months. This is an exciting opportunity to influence Tanzania’s renewable energy policy and the country’s pathway to sustainable development. 

The report will provide:

  • Detailed options for policies that would stimulate large-scale private investment in rural electrification in Tanzania;
  • Recommendations to relevant stakeholders on actions necessary to implement the policy options;
  • Recommendations for how parliamentarians can implement relevant options through exercising parliamentary oversight, creating & amending legislation, approving & amending government budgets and representing their constituents.

The policy options are expected to support actions, initiatives and activities by MPs - including parliamentary questions, supplementary questions, introduction of legislation and other parliamentary actions. The recommendations must be realistic, taking into consideration Tanzania’s development priorities and policies.

We are seeking an experienced professional with:

  • Training in technical, legal, political and economic aspects of renewable energy, as well as project management.
  • Postgraduate level education in a relevant discipline.
  • Fluent in English and Swahili, both written and spoken.
  • Knowledge and experience in the energy sector in Tanzania and Sub-Saharan Africa, with a background in energy policy or legislation.
  • Proven record of drafting policy recommendations for policy makers.
  • Ability to meet deadlines.

Technical information and submission of proposals:

The period of assignment will run from April 2nd to May 30th 2014. Proposals must be submitted by 11am Tanzania time on Monday 31st March 2014.
