Transparency International seeks a consultant to adapt its existing Risk Analysis & Anti-Corruption Monitoring Manual on Forest Governance in the Asia-Pacific Region for Reducing Emissions from Deforestation and Degradation (REDD)
Summary:
Transparency International (TI) is inviting expressions of interest from highly motivated international experts on forest governance and REDD. The expert would be expected to adapt an existing manual which details research tools on risk mapping, risk analysis and anti-corruption monitoring within the forestry sector for application to the REDD context (Existing Manual available here). This work is being undertaken as part of a four-country regional programme on “Forest Governance and Integrity” implemented by TI national chapters in Indonesia, Papua New Guinea, Malaysia and the national contact in Vietnam. The expected level of effort is estimated at approximately 23 days. The total amount available for the piece of work is EUR 12,000,
Background:
Transparency International (TI) is the global civil society organisation leading the fight against corruption. Through more than 90 national chapters worldwide, and an International Secretariat in Berlin, Germany (TI-S), TI raises awareness about the devastating impact of corruption and works with partners in government, the private sector and civil society to develop and implement effective measures to tackle it.
Transparency International’s Forest Governance & Integrity (FGI) Programme tackles corruption as a primary driver of illegal logging and poor forest management. The FGI has recently secured funding to start a project on REDD called PAC REDD (Civil Society Capacity Building for Preventative Anti-Corruption Measures in reducing Emissions from Deforestation and Degradation mechanisms).
The work under this consultancy forms a key part of the FGI programme, as it will adapt existing an existing manual which includes research tools developed under the programme to be used by the programme partners in their REDD activities. These tools are a risk map and anti-corruption monitoring tool which helps stakeholders to identify and get a deeper understanding of the dynamics and processes within each of the relevant corruption risk areas in the timber supply chain.
Description of Work:
The consultant will be contracted to adapt the existing manual so that it can be used to identify risks on national and local REDD issues in the Asia-Pacific region as part of TI’s Forest Governance and Integrity Programme. In particular the manual should be ready for local use in identifying capacity building needed for transparency initiatives in national REDD planning, negotiations and implementation phases (including as related to benefits sharing) as well as advocacy interventions.
Broadly (as outlined in the time line below), the work will consist of reviewing the earlier developed timber trade anti-corruption risk map and monitoring tool, presenting it to an expert stakeholder group, collecting feed-back and using that to develop a version of the manual for REDD. This is likely to include particular attention to the inclusion of a methodology for the identification of anti corruption tools for timber certification and chain of custody which may be required by REDD countries as they continue with some aspects of the timber trade.
Process and Timelines:
In carrying out the tasks, the consultant will work closely with the FGI Programme Manager, the PAC REDD Coordinator and the Research Coordinator at the TI Secretariat. Throughout this process, the consultant will also be requested to take into account a set of guidance materials to be provided and to consult with relevant actors within the TI movement and beyond who have expertise in the area of forest governance, forestry certifications, REDD, corruption risk mapping and systemic analysis of corruption and anti-corruption systems. As a first step, and with the support of the TI-S team, the consultant is expected to prepare a meeting for a group of recognised experts in the field. This consultation meeting will be designed to get input into the adaptation of the existing manual. Based of the outputs of this meeting, the consultant will elaborate and agree the scope of work to be carried out with the TI-S team. The adaptation will then be undertaken and final consultations with those that attended the original stakeholder meeting will also be made to finalize the adapted manual. Some travel to the region may be required for this. The expected level of effort is 23 days following the rough timeline outlined below.

Profile & Qualifications:
- Minimum of five years work experience on forestry issues, with a focus on forestry governance, forestry certifications, REDD and corruption issues;
- Strong expertise in the development and use of applied research tools and methodologies used in forest governance analysis especially as related to REDD such as systemic analysis, risk mapping, governance assessments, compliance monitoring, and indicator development;
- Wide experience of working with clients in civil society, particularly advocacy-oriented NGOs;
- Good understanding of forest governance issues in the Asia-Pacific region would be an advantage;
- Highly motivated and committed to the values of transparency and integrity;
- Fluency in English;
- Willingness and ability to travel if required.
