The Energy Program focuses on curbing global warming by advancing sustainable energy solutions such as energy efficiency, location efficiency, renewable energy, cleaner vehicles, and renewable fuels.  The Building Energy Codes and Standards analyst/advocate would be an integral part of the Energy Program team promoting effective policies to reduce the emissions of greenhouse gasses and health related air pollutants caused by the building sector in a manner that provides other economic and environmental benefits nationally and globally.  The analyst/advocate will work with government, non-profit, and business organizations to advocate for greater efficiency in building energy codes and appliance/equipment standards, as well as being involved in creating incentives for efficient equipment and buildings.  The building sector accounts for nearly 40% of annual greenhouse gas emissions in the US and this analyst will help shape the policies that will reduce emissions and reshape the economy.

Essential Functions/Responsibilities:

This position will focus on the development and implementation of building energy codes and appliance/equipment standards and related policies at both the federal and the state levels, with particular emphasis on California.  California has what is widely considered the world’s most advanced energy efficiency standards for new construction in both residential and commercial buildings.  Work for this position includes assisting NRDC’s:

Federal Energy Team to:

  • Develop model national and international  building energy codes and programs, both model minimum codes and more advanced “reach” codes, andto encourage their usage. 
  • Analyze and model the impacts of proposed and pending energy legislation to determine costs and benefits
  • Providing technical input to policymakers who are drafting legislation

Appliance Team to:

  • Provide technical analysis and comments on appliance standards rulemakings at the Department of Energy
  • Provide technical guidance to the California Energy Commission and other relevant state and foreign agencies on appliance standards and standards implementation, working in partnership with other standards proponents and technical consultants
  • Provide comments on proposed Energy Star specifications
  • Evaluate industry proposals for incentives

California Energy Team to:

  • Improve the stringency, scope, and workability of California’s standards for new construction for both residential and commercial buildings, and their integration with utility-based incentive programs and nationwide incentive and financing programs.
  • Advocate for a rational approach to integrating energy efficiency and solar energy goals
  • Represent NRDC in various “green building” and” zero net energy” forums and ensure that the resultant specifications/policies align with sound energy efficiency policy.
  • Promote energy ratings of buildings through codes and market-based reforms

The analyst/advocate will work with federal and state officials, utilities, businesses, and nonprofit organizations to investigate where the largest energy savings can be induced from energy code upgrades, and will assure that adequate technical information is gathered and presented to incorporate these new technologies and design improvements into enforceable code upgrades. Additionally, the analyst will be able to enter other areas that may prove to be of interest in order to save energy, notably state code adoption and enforcement, code development, international test procedure development, “green” code development, and efficiency advocacy in India and China.

Required Skills

This position requires a thorough understanding of building science, particularly with respect to energy consumption and efficiency, and the ability to learn about the technical basis of a range of energy-consuming products, as well as policy expertise.  While this position will focus on mandatory measures such as codes and standards, these must be developed in a policy context that includes other mechanisms such as financial incentives, labels, demonstration projects, etc. 

This position is multi-disciplinary and requires creativity and innovative thinking more than any specific technical background, but the following skills and experiences, will be helpful to the successful candidate:

  • At least two years of relevant technical work experience in architecture, engineering, or construction; building science; or energy diagnostics in buildings.
  • Graduate or professional degree in science, engineering, business, environmental policy, economics, law, or other relevant discipline
  • Familiarity with test protocols and standards for appliances and equipment and with California and model national standards for energy efficient construction.
  • Persuasive oral and written advocacy skills.
  • Ability to build and work with coalitions.
  • Strong quantitative and analytic capabilities.
  • Knowledge of how business operates when confronted with requirements for meeting environmental standards such as energy efficiency.
  • Ability to manage opposition viewpoints while maintaining relationships with the opposed individuals.
